KAOHSIUNG CITY RELOCATION SUBSIDY TOO LOW TO BE ATTRACTIVE|刺激人口成長 高市移居津貼再加碼

In an effort to boost the population growth rate, Kaohsiung city government has been providing relocation subsidies for people who moved to Kaohiung to work. However, starting this year, subsidy qualification is only valid after the applicant changed the household registration to Kaohsiung. One person can receive up to NT$10,000 per month for one year. Mr. Huang from Taichung last year relocated to Kaohsiung and has been working in medical industry. When he heard of the application for relocation subsidy starting on July 12, he inquired about details from Labor Affairs Bureau and showed his willingness to relocate to Kaohsiung. ==MR. HUANG== As to current salary level, the subsidy is not a small amount. Therefore, to begin work, such as working in trial period or maybe for house rental, the subsidy is enough to pay for deposit or rent. Kaohsiung City Government first established relocation subsidy in 2013, if the applicant works in one of thirteen industries such as medical, cultural creative, or information, the applicant is eligible to apply for a monthly NT$6,000 subsidy for up to twelve months. If applicant switches household registration to Kaohsiung, the monthly subsidy amount increases to NT$10,000. In the past four years, 465 Kaohsiung-born residents returned working in their home city and applied for subsidy. A total of 169 applicants finally relocated to Kaohsiung. However, the population growth in Kaohsiung is sluggish, until June this year, the population is 1,348 less than last year. Therefore the city government favors those who switched household registrations to Kaohsiung. ==KUO KENG-HUA Sect. Chief, Kaohsiung Labor Affairs Bureau== In past years, applicant work in Kaohsiung can receive NT$6,000 subsidy per month. As to this part, we had amended it as the applicant must work and complete household registration in Kaohsiung. The subsidy will be NT$10,000 for up to twelve months. 120 people applied for relocation subsidy in the first day, but to many outsiders who work at Kaohsiung Software Park, they said the incentives are not great. ==MR. CHIANG originally from New Taipei City== It is practical to consider pay levels. Kaohsiung particularly is not more advantageous than other cities and counties. If those objective elements are not changed accordingly, I would not want to relocate to Kaohsiung just because of the subsidy. However, some people said, they may consider for relocation if subsidy is paid more than a year, but it depends on types of industry and opportunity in Kaohsiung. Kaohsiung City Government emphasized, relocation subsidy is promoted with industry policy, the government has been working hard to create its transformation image to the general public. TRANSLATED BY：ANTHONY LIN 高雄市為刺激人口成長，首創移居津貼，原本補助到高雄工作或戶籍遷到高雄的人才。但今年改為必須遷戶口才能領，每月1萬元，可領12個月，今天開始申請，有不少民眾感興趣，但也有人認為誘因不足。 來自台中的黃先生，去年剛到高雄從事醫療工作，聽說高雄今年的移居津貼，上午開始受理申請，趕緊到勞工局詢問，也願意遷戶口到高雄，以符合條件。 ==黃先生== 薪資結構來說 它(津貼)不是一筆小數目 所以在一開始可能 工作上 譬如說一開始是試用期 還是一開始租屋 要付租金押金 幫助滿大的 高雄市政府102年首創移居津貼，過去四年，到高雄從事醫療、文創、資訊等13種策略產業工作，可申請津貼每月6千元，最多12個月，戶籍遷入更可每月領一萬元，四年來有465位高雄人回到高雄工作並且申請津貼，169人更遷到高雄，不過高雄人口成長還是緩慢，今年截至六月，更比去年少了1348人，市府這次改變移居津貼作法，名額全補助給入籍高雄的人。 ==高雄市政府勞工局科長 郭耿華== 以往來高雄工作 是可以每個月補助6千元 這個部分 我們把它修正為 必須在高雄工作 也必須在高雄設籍 然後每個月補助一萬元 最多可補助12個月 第一天有120人申請，但像在高雄軟體園區，不少外地人到高雄 但租屋工作，覺得津貼誘因不大。 ==新北市人 江先生== 很現實的就是要考慮薪資條件 （高雄)比起其它縣市 應該是沒有特別有優勢 如果我是覺得這些 客觀條件沒有改變的話 不會因為這些補助 就特別想要來這邊定居或怎麼樣 也有人認為，移居津貼多補助幾年，或許會考慮，但最根本的，還是要有更好的產業和工作機會。市府也強調，移居津貼是搭配產業政策，多管齊下的作法，希望讓更多人看見，高雄正在轉型。 記者 王介村 孟昭權 高雄報導
