Taiwan has not been invited to the WHA, but the Ministry of Foreign Affairs says it has asked diplomatic allies to help raise the issue and put it on the assembly's agenda, hoping that Taiwan will be able to take part in the next assembly as an observer.
The WHO already decided that the ROC would not be invited to the WHA. However, the Ministry of Foreign Affairs asked diplomatic allies, prior to the May 16 deadline for the receipt of the proposals, to submit a proposal to the WHO to invite the ROC to participate in the WHA and to include this resolution in the WHA agenda. However, because at this event, the next World Health Organization Secretary will be elected and to show goodwill in not affecting the progress of the meeting by such a proposal, and considering the probability of the likelihood of the proposal being passed is slight, it will not ask for a vote on the proposal.

Friends of the country will come to speak for us and state why Taiwan should not be excluded. Through this discussion, so this issue will be heard and will be on the record. We hope we can do it but we don't want to negatively affect the process of the Assembly.
MOFA said that so as not to cause problems to the countries who would make and support the proposal, their names would not be announced. However, MOFA said that the US, Japan and seven other important WHO member countries had given written and other support to the ROC.

There are seven countries have have joined forces for us. This is a new situation, these seven countries pay 56% of the total annual fee for the World Health Organization and so are quite influential.
Apart from the US and Japan, the identities of the others are unknown and MOFA was unwilling to disclose them. It is understood that during the meeting, the US and Japan will use a more direct way to express support for the ROC.
