Negative responses have been reported since the "one fixed day off and one flexible rest day" policy was implemented. Recently, a job bank conducted a survey on beauty salons and department stores to see how they cope with the five-day workweek plan. Some companies decided to hire more employees to fuel personnel shortage, while others chose to impose a hiring freeze or lay off employees to save money.
Beauty salons and department stores have been greatly affected by the "one fixed day off and one flexible rest day" policy. According to the survey, the five-day work week is unpopular with jobs that require long working hours, high bonuses and strong networking skills. Both employers and employees feel that they have benefitted little from the new plan.

We are forced to take a fixed day off every week. Although we can receive more overtime pay, we have relatively less time to rest now.

Now I take days off on Saturdays and Sundays. However, there are usually more customers visiting beauty salons on weekends. I used to earn around NT$50,000 a month, but now NT$30,000 a month.
The service industry is often busy during their annual sales and before the start of Lunar New Year holidays. To respond to the policy, 50 percent of companies decided to hire more employees to cover the staff shortage, while 20 percent chose to dismiss employees to cut staff costs. The industry said that the government should first have put in place supporting measures to minimize the impact of the policy.

These industries have their own unique business cycle and there are seasonal factors in their businesses. Those who work in these industries are greatly affected if the current bonus system fails to meet their needs.
Many companies think that the main problem is that overtime pay is too high. Next, they feel staff shortages caused by increased days of annual leave and a forced fixed day off every 7 days is a big problem. Different supporting measures should be implemented catering to the needs of respective industries, or else it will only become a lose-lose situation for both employers and employees.
