Following the freeway coach crash, the Ministry of Transportation and Communications strengthened road inspections of passenger transport vehicles over the 228 holiday. 1,337 inspections were carried out and there were 79 violations. There were two tour groups making one-day trips over 400 kilometers, one of which was from Taipei to Shanlinxi, a trip of 520 kilometers. It has been fined NT$10,000. CGOUT]] In April the MOTC will review revised rules for regulation of passenger transport and require coaches to install GPS. Whether seat belts will be compulsory in all coach seats remains to be discussed.
==LIN HSU-KUO Dir., MOTC Dept. Railways and Highways==
Currently, it is compulsory for large passenger vehicles to use seat belts when sitting in the front seat and behind the driver's seat. In the future, we may take it a step further and make it compulsory for all. We are collecting information on international practise to consider whether to amend this regulation.
To strengthen the management of safety issues for passenger transport vehicles the MOTC called in 166 coaches which had the same design as the one involved in the crash. Eleven were substandard. Before te end of March, 5,175 other coaches will be called for inspection. By April 14, the inspection of coaches and the industry will be completed. However, a legislator revealed that some companies designated by the Directorate General of Highways as excellent companies, in fact, had obvious violations of regulations. For example, they had not established professional safety management units and did not provide regular statistics reports on emergency safety management. Even the Ministry of Labor admitted that they did not meet work health and safety standards.
==YEH CHIN-TANG Dir., MOL Occupational Safety and Health Administration==
There was no thought of joining up on information, the communication between the two was remarked on by committee members with surprise, how were these companies designated as excellent when occupational safety and health and safety management were not taken into consideration.
The Ministry of labor said that if the companies did not improve within a specified period they would be charged with violating labor health and safety regulations and fined. Depending on the violations, fines may be from NT$30,000 to 50,000.
