To prevent overwork among flight crew members, the Civil Aeronautics Administration is proposing an amendment to current regulations, shortening maximum work hours for pilots and flight attendants from 210 hours for any 30-day period to 190 hours for any 28-day period. Violations can be punished with a fine between NT$600,000 and NT$3 million. The new rules could go into effect as early as late May.
The problem of overwork among flight crews has gained prominence after China Airlines flight attendants went on strike last June protesting their long work hours. After several public hearings on the subject, the Civil Aeronautics Administration has proposed new rules governing flight crew hours. Flight crew work hours will go down from 210 hours per 30-day period to 190 per 28-day period. New restrictions on red-eye shifts will also be introduced.

The total of hours in training, meetings, in flight, rest and meal breaks in the air, all of this cannot total more than 190 hours over a 28-day period. These rules are actually stricter than those for regular workers in the current Labor Standards Act.
The CAA says that the revised rules represent even stricter working hour requirements than the current Labor Standards Act. But the flight attendants union says that the amendments still provide less rest time for flight attendants than for pilots, while the pilots union says that airlines all currently exceed the hours of the new rules, and they are worried that management will use loopholes to deprive employees of rest time.

It's not rigorous enough. To be honest, the exceptions in the rules are not written rigorously enough.

In the table for applicable working hours, you can see that flight attendants have one more hour than pilots.
The CAA says that the draft amendments have been completed and could come into effect as early as late May. Violations can be punished with fines between NT$600,000 and NT$3 million.
