NO CONSENSUS OVER SAME-SEX MARRIAGE LEGALIZATION BILL|立院婚姻平權修法大戰 朝野都沒共識

On Nov 17, the Legislative Yuan reviewed the draft amendment bill to the Civil Code that will legalize same-sex marriage. There was no consensus among the pan-blue and pan-green legislators. Some Kuomintang legislators stated that this is a bill with far-reaching implications and requested that public hearings or even a referendum to be held. The DPP legislators criticized the KMT for trying to stall the legislation. The Ministry of Justice, which is inclined to propose a separate legislation for same-sex marriage, said they will put forward a bill next February. The amendment bill of the Civil Code for marriage equality proposed by the DPP will allow same-sex couples to enjoy the rights to marriage and parenthood. On Nov 17, KMT legislators raised objections during the review session and claimed that the legalization of same-sex marriage will impact the family institution. They proposed to hold 30 public hearings or even a referendum before the amendment decision. ==KUNG WEN-CHI, KMT legislator== If the same-sex marriage is allowed by the civil code, it will consume enormous resources of our country. If the bill is rushed through, it will lead to social strife and controversy. ==YU MEI-NU, DPP legislator== This is a human rights issue and therefore cannot be resolved with a referendum. Public hearings will not resolve an issue of ideology. They're just attempting to stall legislation with more public hearings. DPP legislators said that public hearings had already been held during the last committee, and the KMT was just trying to delay the process. The DPP rejected the KMT's motion with their majority advantage, and the argument intensified. Conflicts erupted between both parties, and no consensus was reached. Both parties also questioned why the Ministry of Justice has not yet proposed their version of the marriage equality bill. ==CHIU TAI-SAN, Minister of Justice== The Justice Ministry is a supervisory agency of the law. We have to know both the constructive and negative impacts this bill will bring. We need to conduct appropriate assessments devise a set of measures. Due to intense protests, both parties agreed not to conduct clause-by-clause review yet. The KMT and the DPP will both hold hearings in the next two weeks. All amendment proposals will be reviewed by the end of the sessions.
