Penghu's HuXi Township Kuibi Mountain's 'Moses parting the sea' is a path that appears at low tide. It is a beautiful S-shaped seabed path which attracts many visitors. The Tourism Bureau is worried that too many visitors will impact the ecology. The Penghu National Scenic Area Administration is researching on how to teach the local community to self-manage the area. In the future, it will adopt an appointment system for visitors, with local residents as guides, in order to control the number of visitors to the area.
Where the tide is out, an exposed inter-tidal zone winds as an S-shaped trail, glittering in the sun. Visitors love to walk along it to the Kuibu Mountain opposite. Visitors paddle in the water, taking pictures or picking up shells. This is so popular it is now known as Penghu's 'Moses parting the sea'. As it is shared on the Internet more and more, people have gotten to know about it and come to visit. The Tourism Bureau Director-General Chou Yung-hui worried that too many tourists would cause a negative ecological impact.

The inter-tidal zone is vital to the procreation of marine animals. It's a very important zone, but it is also likely to be polluted by the various construction projects that take place.
Ecologists say that the large influx of tourists into the tidal path brings a greater environmental threat than expected. National Taiwan University, Department of Agricultural Economics Professor Jerome Guan says that not just the inter-tidal area but also the land adjacent will suffer an impact from an excess load of visitors. The Penghu National Scenic Area Administration is developing counseling on community self-management of attractions. This will likely be with visits by appointment and with local residents as guides. This method can control numbers and can be combined with local culture.

We are looking to provide tourism consultation to both Nanliao and Beiliao villages. We hope that by doing so, a certain consensus can be reached in terms of putting a cap on tourist numbers.
The PNSAA plans to integrate sightseeing into local residents' lives rather than disturbing them. However, the local residents are mostly elderly fishermen and how to implement the plans needs further consideration. The administration also hopes to attract young residents to return home by creating jobs.
