After the Long-term Care Plan 2.0 begins trial, those who will be covered include dementia patients over 50 years old, and debilitated senior citizens over 65 years old. Once the new plan is expanded island-wide, the number of beneficiaries will increase to 730,000 people. In addition, the 2.0 plan will see the establishment of a three-tiered system, among which Type-C stations are aimed to address local medical needs down to neighborhood level. However, the lack of manpower may become a problem for Type-C stations, especially in remote areas. Experts said the government should look to Japan and South Korea for reference.
Mr. Shang, who is 90 years old, enjoys nothing more than getting on stage and singing a few tracks. After his wife died three years ago, he moved to a caring institution but later moved back home because he couldn't fit in. Now, he goes to St. Theresa Sanctuary near his home in Wanhua District every day where he can spend some time with his friends.

I live alone, but my children live nearby. I see them every day, and we have dinner together.
Mrs. Huang is now 78 years old. She also comes here every day.

I used to walk with canes. Since I came here, I have been taking exercise every day with the coach. We've got everything here. I am so happy that I do not need canes anymore.
St. Theresa Sanctuary is a Type-C community care center under the Long-term Care Plan 2.0 that aims at providing care based on local needs. Similar centers can be found in 30 places in Taiwan. The Type-C model works pretty well in urban areas as more volunteers can be recruited. In remote areas, however, the lack of manpower and resources as well as LTC service quality and quantity has become a problem.

I think we can under more Type-C centers. Local residents can identify potential venues, and we can provide training sessions for caregivers.

A stable funding source will encourage people who want to devote to this industry to make long-term career plans. The experiences in Japan and South Korea also suggest that once a structure of funding sources is established, more people will come into this industry.
Experts say that the number of service categories in the LTC Plan 2.0 has increased from 8 to 17. Local governments are responsible for integrating health and welfare resources, referring those who need physical therapies or courses, and providing stable funding to ensure a smooth operation for the LTC Plan 2.0. The government can also draw lessons from the experiences in Japan and South Korea.
