Illegal party assets committee starts work / 不當黨產首開會 首波鎖定中投.欣裕台　　　　　　　　　　

After the passing of the Act Governing the Handling of Illegal Properties by Political Parties and Their Affiliate Organizations. Securities firms are said to have launched investigations into KMT affiliated businesses' credits and loans, and have decided not to continue guaranteeing their notes after they are due. Banks are also pulling out their funds in these businesses. The KMT is likely to be mired in a financial crisis at the end of this year. Shortly after the KMT Chairwoman Hung Hsiu-chu stated that the party will tread carefully, the Committee of Illegal Party Asset Settlement called its first meeting that targeted at the KMT's Central Investment Co. and Hsinyutai Co. A hearing will be convened on October 7 to investigate into these two companies. On September 5, the Illegal Party Asset Settlement committee called its first meeting and appointed Shih Chin-fang as its spokesperson. The Committee announced how party assets should be declared and how investigation procedure will be carried out. It will first investigate into the KMT's Central Investment Co. and Hsinyutai Co. A hearing will be held on October 7 to investigate assets under these two companies. ==WELLINGTON KOO, Chairman, Illegal Party Asset Settlement committee== The KMT has publicly disclosed in its financial statement that Central Investment Co. and Hsinyutai Co. are the party's affiliates. Although they have not been considered as the party's affiliated organizations, any asset disposal for these organizations may be regarded as ineffective. We will conduct investigation and hearings to figure it out. According to Article 5 of the Act Governing the Handling of Illegal Properties by Political Parties and Their Affiliate Organizations, if a political party's assets are considered gained illegally, the party will be prohibited from the disposal of assets. Pension payment and other costs can only be reimbursed by political donations and government subsidies. Political parties are obliged to declare their holdings of any foreign currency deposits, credits, or debts that exceed NT$1 million in value. The Committee has passed an article to award whistleblowers up to NT$100 million. ==SHI CHIN-FANG, Spokesperson, Illegal Party Asset Settlement== The Ministry of National Defense provided NT$100 million for the Lafayette military procurement case. Germany also provided 5 million in German marks for transitional justice cases. We made reference to these cases and came up with NT$100 million. As the Committee starts its investigation, it is said that the KMT is mired in a financial crisis. Securities firms are investigating the KMT affiliated businesses and will not guarantee their notes after they are due. Banks are also pulling out their funds in these businesses. The KMT will run out of fund for the party's operation. The party will also halt the 18% preferential interest rate provided for civil servants who are able to include time served in the party when calculating seniority. ==HUNG HSIU-CHU, KMT Chairwoman== For those of you who are affected, please understand that we are going through difficult times. Currently, the party is still financially stable. The KMT will file for constitutional interpretations on the legality of the requirement of at least one-third of the legislators to file for a constitutional interpretation and then on the Act Governing the Handling of Illegal Properties by Political Parties and Their Affiliate Organizations. Legislator Wellington Koo stated that the KMT has the right to file for constitutional interpretations, but the Committee's investigation will not be affected.
