Taiwanese rescue teams found a third survivor of the Turkish earthquake at 7 a.m. on the morning of Feb. 10, Taiwan time.
At 7 a.m. Taipei time on the 10th, a rescue team from Taiwan found a Turkish earthquake victim that was trapped under a concrete column. The victim was conscious and had stable vital signs, and was able to speak to the team. This was the third survivor found by a Taiwanese team. Aerial footage shows how widespread the destruction is. Rescue teams are working around the clock to save lives.
The Taiwanese Chamber of Commerce in Turkey has sent batches of donated supplies to the disaster-strike area, including bottled water, food, batteries, and lighting facilities. The transport process itself is extremely difficult.
Chang Chin-wei, Vice President, Turkey Taiwanese Chamber of Commerce: “Due to all the collapsed roads, our drivers had to make a lot of detours. One-to-two hour drives are taking three to four hours. They (now) may have to spend twice the time getting to a certain destination. Apart from that, the number of runs we can make is also limited because not all drivers are willing to drive over to the earthquake area.”
One survivor was able to escape from their 7th floor residence, but their family members were trapped for two days before being rescued. The family then drove to a Taiwanese shelter in Reyhanli.
Turkish Earthquake Survivor : “In one minute, like the whole building has been like broken down to the floor. We were on the 7th floor when the wall has been broken and I can escape from the wall, and take my children through another, like building that is totally like broken.”
Chiu Chen-yu, CEO, Taiwan Reyhanli Centre: “It will take months for water and electricity supplies to get back to normal. We have a well where we can get water, but that isn't enough. There's also electricity. It's going to take close to NT$20 million for the plant and batteries.”
Chiu Chen-yu arrived in Taiwan on the 9th, bringing the news that Reyhanli was without water and electricity, the government was out of commission, and international NGOs had left. The Taiwan Reyhnali Center is the only place in the city providing free supplies, water and electricity. Chiu flew back to Taiwan to look for more resources, saying the 921 experience is helping the center to improve and continue helping victims. The Ministry of Health and Welfare has so far collected 8,148 donations worth NT$83.53 million.
台灣時間10日早上7時許,台灣搜救隊在土耳其震災區,再發現一名受困者被水泥柱壓住,好消息是傷者生命徵象穩定,可以清楚跟搜救隊對話。這也是台灣搜救隊發現的第3名受困者。而從空拍畫面俯瞰,災區依舊滿目瘡痍,搜救工作不敢停歇,就是希望趕快找到仍在等待救援的生命。
瓶裝水陸續裝上貨車,要趕緊送往災區,讓災民有乾淨的水喝。土耳其台灣商會募集到第2批救援物資,以水、食物跟電池等照明設備為主。第1批水、食物、幼兒用品,已經透過貨車送抵災區,但運送過程是個大考驗。
土耳其台灣商會副會長張敬偉說明:「路面很多都已經崩塌了,很多司機是繞道。反而他要送進去的時間,以前可能路程1、2個小時,或者3、4個小時;他(現在)必須可能要花到雙倍時間才能進去。現在的話就是車趟的問題,因為不是所有的司機,都願意在這個時間點進入災區的。」
各界持續對災區伸援。而有原本住在災區7樓的災民,在大地震發生時及時逃出,其他家人在受困兩天後被順利救出。一家開車狂奔雷伊漢勒市,就是知道有一個台灣中心,可以暫時安身。
土耳其災民表示:「在一分鐘內,整棟樓就像倒塌了一樣。我們在7樓,牆壁破裂。我從牆壁逃生,帶著我的孩子,去另一棟像是完全破碎的建築。」
台灣雷伊漢勒世界公民中心執行長裘振宇指出:「水跟電在短短的幾個月之內,是絕對不會恢復正常的。現在水,我要打水井;可是有水井不夠,還要電。電廠這件事情要接近2000萬,因為最貴的是在於電池。」
裘振宇9日晚間搭機返抵台灣,他說雷伊漢勒市目前沒水沒電,呈現無政府狀態。其他國際非政府組織都已撤退,台灣中心是當地唯一免費提供食物、水跟電的機構。這次回來台灣,除了尋找救濟資源,也希望利用過921的經驗,讓台灣中心再進化,可以持續服務當地災民。另外衛福部土耳其震災專案,截至9日下午5時,接獲捐款8148筆、8353萬餘元,各界愛心仍不斷湧入。
