The recent meeting between Chinese President Xi Jinping and U.S. President Joe Biden signified the resumption of dialogue between the two countries. During the meeting, Xi told Biden that the Taiwan issue is a red line that must not be crossed. National Security Bureau Director-General Chen Ming-tong refused to answer any questions on this issue while at the legislature on Nov. 16 for a budget review.

The TPP legislative caucus said the meeting alleviated tensions between the two countries, allowing them to move past the impasse resulting from U.S. House of Representatives Speaker Nancy Pelosi's visit to Taiwan. The TPP criticized the Tsai administration for its slow responses, its failure to restore high-level cross-Strait communication channels, its manipulation of elections to stir-up anti-Chinese sentiments, and for selling a sense of "national doom."
Chiu Chen-yuan, Legislator (TPP): “The Tsai administration can't place its hopes on the U.S. passing on related information. It can't place our future in someone else's hands. That's why it should assign the Mainland Affairs Council to follow the U.S. in easing the bilateral situation and restoring cross-strait communication channels.”
Hsu Chih-chieh, Legislator (DPP): “The CCP's Xi Jinping is the main culprit in making all democratic countries around the world feel a sense of "national doom," starting from the anti-extradition movement in Hong Kong. There is no doubt that Xi Jinping is responsible, that he is the criminal ringleader.”
The Ukraine-Russia war is ongoing. Two people were recently killed in Poland reportedly by Russian missiles. Legislators asked if Poland will invoke Article 4 of the NATO Treaty, which says that an armed attack on the territorial integrity, political independence, or security of one member is an attack against all members and that members will hold emergency consultations.

The intelligence is a little confusing. Some say some were intercepted by Poland's anti-aircraft missiles. Confirmation is needed.
The NSB has been plagued by the two problems of a sky-high turnover rate and its inability to recruit employees. It blamed this situation on the pandemic, but legislators were not convinced and asked the NSB to come up with a method to progress.

民眾黨立法院黨團則認為,拜習會讓美中緩和緊張關係,可以走出美國眾議院議長裴洛西訪台的僵局,反批蔡政府反應遲鈍,不盡速恢復兩岸高層溝通管道,利用選舉操作抗中保台,大賣芒果乾。
民眾黨立委邱臣遠指出:「蔡政府不能只是寄望,透過美國來去傳達相關訊息,不能把我們這個未來交給別人手上,所以應該要責成陸委會,跟隨美國和緩這個雙方情勢,恢復兩岸溝通的管道。」
民進黨立委許智傑表示:「芒果乾是中共習近平給全世界的,從香港反送中運動,全世界民主國家都感受到亡國感,冤有頭債有主,罪魁禍首是習近平才對。」
俄烏戰爭延燒,俄羅斯發射上百枚飛彈,傳出波及波蘭造成2死,立委關切波蘭可能引用北約第四條,也就是當北約成員國在領土完整、政治獨立或安全受到威脅時,在任何一個成員國的提議下,北約各國將進行緊急磋商。
國安局長陳明通表示:「情資有點混亂,這有的是攔截的,波蘭那個攔截防空飛彈,攔截的那個彈頭,所以現在還是要去確認。」
此外,國安局近年面臨高離職率加上招不到人,國安局解釋受疫情影響,但朝野立委不買單,要求國安局提出精進作法。
