Memorial Service Held for Tainan Police Officers 2殉職警告別式 總統頒褒揚令追晉巡官

On Aug. 22, two Tainan police officers were killed in the line of duty. President Tsai Ing-wen, Premier Su Tseng-chang and Interior Minister Hsu Kuo-yung attended memorial service on Sept. 5. Tsai promised their families would be taken care of; that she would improve the police enforcement system; and that she would strengthen officer education, training, and police equipment so that no more talented officers will be lost.


The two Tainan police officers that were killed in the line of duty two weeks ago, Tu Ming-cheng and Tsao Jui-chieh, were laid to rest on the 5th. President Tsai Ing-wen, Premier Su Tseng-chang, and Interior Minister Hsu Kuo-yung attended the memorial service on the 5th, with Tsai presenting the two officers with posthumous promotions and Presidential Citations.  

Tsai Ing-wen, ROC President: “In the last moments of their lives, Ming-cheng and Jui-chieh were attacked by a thug. Despite their traumatic injuries, they fought courageously with their last breaths to protect city residents.”

Tu and Tsao had served, respectively, 16 years and six years. Tsao in particular had requested a transfer to Tainan so he could take care of his grandparents. Tsai promised to improve the police enforcement system, police training and education, and police equipment so that police officers would feel safe to use their firearms in the name of protecting the public and themselves. Tsai also promised to improve the minimum security prison system.

Tsai Ing-wen, ROC President: “Our ruling and opposition parties will work together and hold cross-party consultations on (revisions to) the Act Governing the Use of Police Weapons and other relevant laws during the new legislative session. At the same time, the government will conduct a comprehensive review of and prioritize (revisions to) the Prison Camp Act to improve social order.”

The families of the slain officers did not speak at the service. Afterwards, the Tainan City Government said the two officers would be interred at a martyr's shrine.

 

 

 

告別式會場肅穆典雅,要送別兩名英勇殉職員警。上個月22日因查贓車遭林姓嫌犯攻擊而殉職的員警凃明誠、曹瑞傑,5日舉行告別式,蔡英文、蘇貞昌等人到場致哀,頒發褒揚令等勳章,由家屬代為收下。

總統蔡英文表示:「歹徒的襲擊,明誠和瑞傑在生命的最後一刻即使身受重傷,依然英勇對抗,奮力守候市民的安全。」

凃明誠、曹瑞傑兩人,一人從警16年、一人從警6年,職涯中認真負責,曹瑞傑更是為了照顧阿公、阿嬤請調南部。蔡英文不捨警界痛失英才,也強調會持續改善警察執法制度、教育訓練以及執勤裝備,讓員警能安心使用槍械保障人民以及自身安全,也將推動外役監制度改善。

總統蔡英文指出:「警械使用相關條例相關修法,在立法院新會期開議後,將透過我們朝野共同的努力儘速協商,同時政府也要通盤檢討外役監的相關應變為優先法案,以強化我們的社會安全。」

告別式會場家屬沒有上台發言,僅鞠躬答禮感謝每位致哀者。告別式結束後,台南市府表示,兩名殉職員警也將入祀忠烈祠,供後人敬仰。
