Landslide Occurs over Highway in Miaoli Village 連日大雨 苗栗造橋平興村出現走山

Pingxing Village in Miaoli's Zaoqiao Township is seeing landslides after several days of heavy rain. Meanwhile, huge cracks have appeared on an anti-flood road in Changhua's Hemei that was repaved less than three years ago.


A security camera captured footage of the heavy rain that fell in the middle of the night, and how a retaining wall next to a slope gradually tilted over, sending trees, mud, and rocks down the slope and covering half of the road surface. Luckily, no one was driving on the road at that moment. This hillside is located in Pingxing Village in Miaoli's Zaoqiao Township, and this landslide occurred at 1 a.m. on June 9.  

Resident: “Mountain roads are smaller. ( Reporter: “So they're harder to use.”) They're smaller, that's all.”

Right now, soil is still coming down. We'll insert steel plates and piles to prevent it from falling onto the road.

Aerial images showed that the area that collapsed measured about 30 meters long and was over five stories in height. All that is left is soil. Below this area is a highway access road. It's believed the landslide occurred because the water content of the soil got too high and it was on a slope. The village rushed to clear the road by noon on June 10. There is only one lane open now, which is being used by cars in both directions. The mayor says typhoon season is coming and the county government needs to launch repair work as soon as possible.

Chiu Ming-hsiung, Mayor, Pingxing Village, Zaoqiao Township, Miaoli: “When the weather is good, the county government will come and clear it.”

Over in Changhua's Hemei, a 150-meter-crack appeared on an anti-flood road after several days of heavy rain. The difference in elevation was nearly 10 centimeters. Residents say the road was repaved less than three years ago.

Resident: “If the construction isn't stable, then the barrier will be washed away with it.”

Liu Yao-wen, Section Director, Dept. of Water Resources, Changhua County: “We'll invite experts to conduct an expert structural evaluation and see if there are follow-up issues with drainage and revetments.”

The Changhua County Government said the preliminary determination is that the consecutive days of heavy rain caused canals to erode the revetments. Emergency reinforcement is underway and it will work with water authorities to reevaluate the area.

 

 

 

監視器拍下半夜下大雨,但邊坡擋土牆逐漸傾斜,竹林和土石整個滑下來,覆蓋了一大半的路面,所幸當時沒有人車通過。苗栗造橋平興村的這處坡,9日凌晨1點發生走山,當地居民擔心崩塌範圍會繼續擴大。

當地居民說:「(要繞)山路啦,山路比較小,(記者問:「那就不好走了?」)就是路比較小而已。」

包商指出:「現在泥土還多少會崩下來,鋼板樁把它打好,泥土就不會掉到馬路。」

透過空拍,山頭垮掉的部分長度約30公尺,高度超過5層樓,只剩下泥土層,下面就是村民的聯外道路苗12線,疑因山區土壤含水量大,又是順向坡導致。公所也趕緊10日中午搶通,維持單線雙向通車,但村長擔心接下來進入颱風季,要求縣府趕緊啟動災修工程改善。苗栗造橋平興村長邱明雄表示,「天氣好的時候,縣府會來處理,縣政府會整個清運開來。」

彰化和美也因連日大雨,讓這處防汛道路出現長長的裂縫,長度約150公尺、落差將近10公分,當地民眾表示,這條道路重鋪還沒3年,又出現龜裂現象,可能路基已經被掏空。

居民說:「施工如果做得不堅固,連駁坎也是會一起沖下去的。」

彰縣水利資源處防洪維護科長劉耀文則表示:「會邀集專家進行專業結構評估,看看整體排水護岸是否有後續的問題。」

彰化縣府表示,初步判定是連日下雨,造成溝渠沖刷護岸引起,除了緊急加固,也會和水利單位評估重作護岸。
