Kaohsiung Senior Citizens Game Voucher System 發放百元旗津券至4/5 有民眾變裝想再領

Kaohsiung began handing out "Cijin vouchers" to anyone taking the ferry to stimulate consumption. However, many senior citizens spend the entire day taking ferry rides to get as many vouchers as they can.


The Cijin-Gushan ferry arrives at Gushan Ferry Pier. Many disembarking passengers go directly to the line of people waiting to take the ferry to Cijin. This is because they want to collect Cijin vouchers, which the Kaohsiung City Government is handing out to anyone who takes a ferry ride.

“Don't line up again. Don't line up again.”A Kaohsiung City Shipping Co. employee broadcasts a message using a megaphone, hoping to convince people to stop hoarding vouchers. This is the daily situation since the city government began handing out the vouchers. There are people who take the ferry to Cijin, then line up to take the ferry back to Gushan, then line up again. This is what they're doing. The ferry company found that senior citizens are even spreading the word, and the number of people attempting to get multiple vouchers has increased recently. At present, 300 to 400 a day are being collected by people who already have vouchers. Some people even change their outfits to try and avoid detection. The ferry company is now stamping the hands of people receiving vouchers to deter this type of behavior.

Cijin District Stallkeeper: “The number of daily visitors is still limited. There aren't many. It's quite depressing.”

Cijin District Stallkeeper: “The number of vouchers I received dropped by two-thirds the second week after the voucher was launched. It's probably because there are some senior citizens who are hoarding them.”

Local stallkeepers said they received many vouchers in the first week after the launch. By the second week, the number had dropped by two-thirds. They think senior citizens are hoarding and not spending the vouchers.

Kao Chen-yuan, Dep. Director, Econ. Dev. Bureau, Kaohsiung City: “We coordinated with the ferry company and sent people over there to monitor the situation. We're also using surveillance tools at the sites. We're trying to persuade people to stop hoarding vouchers.”

The city government admitted that there are people collecting multiple vouchers, and its response has been to persuade them not to and ask their opinions. Anyone found to be hoarding vouchers will be asked to return them.

 

 

 

船班一抵達高雄鼓山的渡輪站,不少下船民眾快步往排隊隊伍前進,打算重新排隊,領高雄市政府推出的旗津券。

「不要再重新排隊了!不要再重新排隊了!」高雄輪船公司員工拿著大聲公,提醒民眾將機會讓給其他人,這樣的情況,從旗津券推出到現在,天天都上演。

高雄輪船公司工作人員指出:「現場就是坐過(到)旗津之後,又去旗津排隊,然後再回來鼓山,再從後面的隊伍再排起,都是用這種方式。」

輪船公司甚至發現,似乎有長輩互相交流,近來重複領券的人變得更多,一天至少被溢領300到400張旗津券,還有人特地變換服裝,企圖掩人耳目,因此輪船公司也祭出蓋章認證的方式,避免重複領券。

旗津當地攤商反映,旗津券推出第一週,的確收到不少旗津券,但最近的數量跟之前相比,只剩下三分之一,研判是當地年長者領走,卻沒有出來消費。

旗津攤商說:「第二個禮拜之後,就收到的就是只剩下三分之一而已,因為可能就是一些阿公阿嬤,他們連續排,券都在他們手上。」

高市府經發局副局長高鎮遠回應,「與輪船公司協調加派人力在現場巡視,而且搭配現場監視設備,我們會主動勸導試圖投現、重複領取這樣一個多次搭乘的行為。」

市府經發局表示,旗津券上路以來,的確有重複領券的狀況,除了當場勸導外,也會請重複領取的民眾陳述意見,若確實溢領將要求歸還。
