President Announced the Continuation of "Gold Plan" in Cultivating Athletes 總統宣告黃金計畫持續 強化後勤支援力道

Tsai announced the continuation of the program and more resources  for “backstage heroes".


Presenter: President Tsai Ing-wen said the "Gold Plan" for providing support to athletes and coaches will continue as Taiwan moves towards the 2024 Paris Olympics.

The Gold Plan will continue as (we move) towards the 2024 Paris Olympics. We will only increase our support of athletes and their training teams.

President Tsai Ing-wen announced the continuation of the "Gold Plan," which includes both athletes and their support teams, on Sept. 1. Chinese Taipei turned in its best-ever performance at the Tokyo Olympics thanks to "backstage heroes" including coaching and medical personnel.

Chen Tai-ting, Sports Psychologist:" You see this kind of thing a lot of times. What we need to do is find ways to help coaches and in that way help athletes. One issue is positive health management regardless of win or loss so that psychological trauma doesn't develop later on."

The Sports Administration launched the Gold Plan for the Tokyo Olympics in 2018, spending NT$1.2 billion over three years on competitions, training personnel, sports therapists, and preventive medicine. Thirty-eight of 38 athletes that received support from the plan qualified for the Tokyo Olympics. However, one Olympic coach says more support is needed.

Huang Hao-yun, Wen Tzu-yun's Coach:" If you hire training or medical staff through the plan, you're looking at NT$38,000 a month for someone with a Master's degree. (How are you) going to help a top trainer keep their original job while commuting back and forth between where they live and the National Sports Training Center? This is a critical issue."

Coaches say support staff need more protection and guarantees while improvements in salary structure, employment conditions, and human resources are also needed. A number of lawmakers say they will help athletes and support staff get more resources.

運動心理諮詢師 陳泰廷:「很多時候因為場上會有出現類似這樣的狀況,我們必須要做的是怎麼樣來幫助教練,然後也能夠幫助到選手。如果在輸贏問題沒有去做一個好的健康管理的時候,一個問題然後到最後,才衍生於更嚴重的叫做心理疾病。」

體育署從2018年開始,啟動了東京奧運黃金計畫,3年編列12億元經費,為選手提供參賽、訓練等各項資源,包含專屬教練、防護員等人力,以及運動心理和醫學防護等運科支援。

培訓38位選手、全部獲得奧運參賽資格、成績斐然,但有第一線教練認為,協助還可以再加強。

東奧空手道銅牌文姿云教練 黃昊昀:「如果是用計畫來約聘的一些運科人員、或者是從業人員來說。薪水大概碩士畢業是3萬8,(如何)讓頂尖的教練能夠在原單位保有他的工作,又能夠下去左訓 國訓中心來協助,這也是一個很重要的議題。」

從團隊的薪資結構、就業條件、人力等層面分析,教練希望未來,後勤人員能更有保障。幾位立委共同開記者會,宣示要為選手和後勤團隊爭取更多資源和協助,期待東奧的好表現能在未來的大小賽事延續,而不會成為曇花一現。
