Triple Stimulus Voucher System Crashes in 10 Minutes|三倍券今起可紙本預購或與電子支付綁定

Websites and convenience store online systems crashed within 10 minutes after pre-orders for Taiwan's stimulus vouchers started at 9 a.m. on July 1, with consumers seeing nothing but endless spinning circles on computer screens. Many people complained of the inconvenience.

Hello. I want to check out with my triple stimulus voucher.

A consumer inserts her national health insurance card into 7-Eleven's ibon machine and prints out an advance purchase slip. She hands over NT$1,000 at the counter. Next, she will have to wait for an SMS pickup notification and then make another trip to the convenience store on July 15 to actually get her voucher. This is similar to the system the government used for real-name registration mask purchases.

It's a pretty good deal if you can combine (an advance purchase of the stimulus voucher at convenience stores) with store credit.

Unfortunately for consumers, 7-Eleven's advance purchase system crashed within 10 minutes of going online at 9 a.m.

This is the same thing that happened with mask purchases. The system crashed for a while, and then started working again. I initially wanted to tie my voucher to my credit card, but the website wasn't working. That's why I had to come to the convenience store with my national health insurance card instead.

The government's official voucher program website also crashed in just minutes. The Executive Yuan and Ministry of Economic Affairs scrambled to get the website back online, which took several hours. Economic Affairs Minister Wang Mei-hwa blamed the problem on too many people trying to get their vouchers, saying 100,000 people were trying to access the system in too short a time.

In the first half hour, there were 67,000 advance purchases of paper vouchers. As for the digital format, there were 94,000. So, that's over 160,000. The crash didn't last for that long. We're doing our best to overcome less.

The four major convenience store chains are competing for voucher dollars with various incentives. For example, 7-Eleven is giving away NT$100 store credit for a successful checkout, while Family Mart is giving away NT$50 in store credit and other discounts for shoppers that tie their vouchers to Family Mart's mobile payment app.

點選7-11 ibon 三倍券畫面，插入健保卡，接著列印預購小白單，拿著1000元到櫃台結帳，就完成三倍券預購手續，接著只要等候領取通知簡訊，7月15號就可以直接到超商領取。操作方式跟口罩實名制沒兩樣。

民眾表示：「（超商預購)再加贈一些購物金的部分，所以就覺得滿超值，拿在手上滿有感的。」

不過，7-11預購系統早上九點一上線，不到十分鐘，就出現ibon無法連線，不是秀出系統忙碌中，就是呈現無限轉圈圈畫面。

民眾表示：「之前領口罩也是這樣子，就是會先異常個一段時間之後，後面操作就流暢了。」

民眾表示：「我一開始有在網路上，要綁定信用卡，網頁就當機進不去，所以我乾脆來用健保卡來使用，可能快一點。」

不只超商預購系統大當機，三倍券官網部分銀行電子支付綁定，也出現無法登入狀況。行政院與經濟部等相關機關，立即搶修排除狀況，目前官網已恢復正常運作。經濟部長王美花表示，系統會造成當機原因，是因為短時間內，湧入超過10萬人綁定，流量太大才會當機。

經濟部長王美花表示：「前半個小時，那個紙本的預約，就這個6萬7千份，那電子的數位的這個綁定呢，就9萬4千份，所以超過16萬份，短暫的這個當機，盡量能夠克服減少。」

目前超商預購系統，當機情況暫時排除。不過，這次四大超商為了搶搭"預購"商機，紛紛推出不少優惠，像是7-11，只要結帳成功，就送100元購物金等，全家則是使用"全家電子支付"App預購，就送50元購物金等優惠，讓三倍券再放大，先搶一波商機。
