Wellington Koo is a pureblood who is completely devoted to (Tsai Ing-wen's) faction. Despite having no economic or financial background, he was appointed head of the Financial Supervisory Commission. Now, it turns out the FSC chair post was just a springboard for him.
As the new head of the National Security Council, Wellington Koo of course has a lot to learn. However, he has a legal background and he now has an international finance background too after chairing the Financial Supervisory Commission. This will strengthen the National Security Council, which focuses on diplomatic and strategic layers.
In response, pan-green lawmakers said Koo has performed well at the FSC despite not having any background in finance but admitted he could use some professional experience. Minister without Portfolio Kung Ming-hsin, who has directed the government's bailout programs, will replace Chen Mei-ling as national development minister. Chen is rumored to be feeling unappreciated after being replaced.
The people in charge have their own considerations, so ministers don't get to keep their positions just because they perform well. The National Development Council will continue to perform its function of stimulating the economy.
Cheng Li-chiun, who resigned as culture minister, will reportedly be replaced by Hakka Affairs Minister Lee Yung-de with Lee's deputy, Yiong Cong-ziin, getting a promotion.
行政院長蘇貞昌14號率領內閣總辭，新內閣中金管會人事異動，平面媒體報導，金管會主委顧立雄可望高升國安會秘書長，而資歷豐富，擔任六年多副主委黃天牧，將接任主委一職。立委多對黃天牧的專業持肯定態度，但對顧立雄高升可能性，也有藍營立委質疑專業程度。
國民黨立委林奕華表示：「顧立雄本身血統純正，是完全的英派，他一路其實並沒有財經背景，但是卻可以當金管會主委，現在才發現金管會主委，是他往上走的跳板。」
民進黨立委王定宇表示：「顧立雄接國安會秘書長，當然他還有很多需要學習的地方，但是以他法律背景，金管會對財金國際金融，這方面的了解，這部分，反而補強過去國安會，偏重外交跟戰略層次。」
綠營力挺顧立雄，從金融門外漢到接手金管會的表現，也坦言顧立雄還有補足專業的空間。新內閣拚經濟振興，連月來主導振興紓困的行政院政委龔明鑫，則將接手陳美伶，擔任國發會主委，傳出陳美伶也有怨言。
民進黨立委 吳秉叡表示：「執政者有他的考量，所以在政務官這個位置上，也不是說你表現得很好，就一定能夠續任。國發會未來在振興經濟，表現更積極，更主動的功能。」
財政小內閣底定之後，要拯救受疫情衝擊的台灣經濟，再起飛。至於鄭麗君請辭文化部長的懸缺，將由客委會主委李永得接任，客委會副主委楊長鎮則將升任主委。
