EVA Air and the Taoyuan Flight Attendants Union started another round of negotiation on July 2. However, the strike of its workers had already created colossal damage to the travel industry. Therefore, the travel agencies are calling to the government to set a "Strike Warning" period, and to revise the Civil Aviation Act to ensure airlines take full responsibility to ticketing issues when a strike occurs. Let's hear what the Minister of Transportation and Communications Lin Chia-lung had to say.
If there's any controversy around striking and dereliction of duty, we hope that there are some mechanisms to resolve it afterwards. For the "Strike Warning", we need to look at it from the Labor Law perspective. Currently it's more of each side just speaking for itself. We need to ensure laborers have the right to strike, but we also need to minimize the losses it causes for third parties.
Lin said that aviation strikes can create a massive impact and can easily affect other parties. On amending the law to include a "Warning Period" for the strike, Lin hopes to look at it from the perspective of the Labor Law. He also hopes that a consensus can be made in this round of negotiation. On the other hand, travel agencies are considering taking to the streets to express their views.
交通部長 林佳龍表示:「涉及到罷工曠職的部分,如果有爭議,我們也希望說,爭議能夠用一個機制,後續在去處理,(預告期)還是要從勞動法令檢視去做,現在情況是有點各說各話,也要保障勞工行使罷工權,可是要減少無辜第三者可能的損害。」
林佳龍坦言航空業罷工的外部影響龐大,容易影響勞資以外的第三者權益,對罷工預告期入法,林佳龍認為從「勞動法令」進行檢視,也盼望今天的勞資協商能夠達到共識。至於旅行業上午則是開會討論是否上街表達訴求,目前仍在開會討論中。
