The government has promoted its New Southbound Policy for a year. Let's look at the results. Taiwan business people in Indonesia admitted that the government still needed to put in more effort because, for products to be exported to Indonesia, they had to meet and have Muslim halal certification. A Taiwan official certification was not up to international standards. Japan, South Korea and China had solid government backing, but Taiwan businesses could only go there alone. Some Taiwanese business people think that government has not extended enough practical assistance with its new southwards policy. Lai Heng-jia, who has lived in Indonesia for 15 years feels deeply about this, and wrote a book on Indonesian customs, describing how Indonesia conducts its daily business and her experience of helping run her Indonesian husband's family business. Her conclusion was that doing business in Indonesia was really hard for many Taiwanese. ==LAI HENG-JIA Indo-Taiwan business operator== Over there I feel very much that Taiwan business people really struggle. I feel pity for them as other countries like Japan, Korea, and China all have their governments at their backs, supporting them. In particular, products exported to Indonesia must meet both general food standards and have Muslim halal certification. However, in Taiwan in this is not ingrained and so Taiwan products cannot contend with other countries' exports. ==LAI HENG-JIA Indo-Taiwan business operator== Many Taiwan businesses tell me they applied for halal certification in Taiwan, but it was not recognised in Indonesia. Indonesia is the largest Muslim country in the world, with a quarter of the world's Muslim population. It has experienced fast economic growth and gradually opened up to foreign investment. The ROC representative in Indonesia said many Taiwan industries had invested in Indonesia, and in fact, through corporate finance, the local government gave considerable discounts. ==LUO BO-TEH ROC representative in Indonesia == The Indonesian government has a policy to attract Taiwan investment and will give a 100 percent ceiling to help finance business loans. The government launched the new southwards policy, hoping to lessen dependence on the China market and spread business risk over other countries. Most Taiwan businesses in Indonesia are small and medium enterprises and do not cooperate with local government on large projects. Taiwan businesses there suggest that the government support them by trade agreements and also by establishing a database of Taiwan businesses in Southeast Asia to offer mutual support and stability.
