The Dow Jones fell by 831 points on Oct. 11, causing the Taiwan Stock Exchange to plummet by 660 points, marking the largest one-day drop in history. On Oct. 12, Premier William Lai and the Financial Supervisory Commission Minister Wellington Koo tried to restore confidence in the stock market at its opening, urging investors not to panic.

On Oct. 12, the Taiwan Stock Exchange fell under 9,800 points one minute after the market opened, but recovered afterwards. A day earlier, the stock exchange plummeted by 660 points, the largest one-day drop in its history. Premier William Lai urged the public not to panic.

The plummet in the American stock market affected Europe,
Asia and other countries in the world, and Taiwan was no exception. However, the American economy is fundamentally sound, and Taiwan's economy is as well. Taiwan's financial industry is also very stable, so I urge investors not to panic.

Financial Supervisory Commission Minister Wellington Koo also sought to restore calm, saying the Taiwan Stock Exchange cannot avoid being affected by global stock markets but shares are fundamentally sound. He added investors have opportunities for bargains.

All stock market performances can be traced back to a fundamental aspect, especially the performance of the Taiwan Stock Exchange's (cash) yield rate. From the information that I saw, it is still 3.99 percent. I think it's still a good investment option. The price to earnings ratio is quite reasonable, so I believe investors don't need to panic over our Taiwan Stock Exchange.

The stock exchange rose during the morning, and there were questions as to whether this was due to the use of the National Stabilization Fund. Finance Minister Su Jain-rong says the fund is not needed at the moment, and it appears that the stock exchange will stabilize, showing the kinetic energy is still there. The fund will not be used yet, but the government will "make preparations for war."

When will the National Stabilization Fund be used? Basically, it will not be used. The current situation does not yet meet the conditions for the use of the fund. However, all the entities overseeing the fund are prepared for war, and can convene an ad hoc committee at any time if the need arises to decide whether to use the fund.

There have been media reports that the Taiwan Stock Exchange plummeted due to President Tsai Ing-wen's antagonistic "two Chinas" discourse during her National Day speech. In response, legislators said the stock exchange was influenced by the performance of the American stock market, and there is little relation to China.
