Other than subsidizing culture and literature, the government is set to spend 10 billion nt dollars in 4 years to fight drug abuse, and part of that money will go to establishing halfway houses. In May this year, the Executive Yuan unveiled its new policy against drugs saying it would invest NT$10 billion over four years to combat addiction. The policy includes establishing integrated drug addiction and medical centers, with therapeutic communities, expanding subsidies for halfway houses, to implement anti-drug policy. This statement reflects the extent of drug abuse in Taiwan. Inmates in drug treatment center, include some who started using drugs in elementary school. The most common reason is peer pressure and boredom.

Tuibian Yiyuan is the first government run half way house for female addicts. Through a combination of psychological treatment, it helps inmates to overcome addiction, build confidence, and return to society.

We want everyone to know what the real problems are for addicts, what it really is, then how to deal with it. It is possible for them to achieve a complete improvement, but if we do not address, their character and conditions, then we have no way
to deal with the problem of drug addiction or understand why young people want to use drugs.
Having gone through the halfway house most make an effort not to go back, but the recidivism rate is high. Social workers say that government investment of NT$10 billion over four years for halfway houses and addiction treatment centers may help young people kick the habit.
