DPP CAUCUS OFFER TO CUT INFRASTRUCTURE BUDGET IN HALF|民進黨政府釋善意 前瞻改4年4200億

Yesterday the special legislative session tackled the forward looking infrastructure projects plan with more cross party discussion. A number of NGOs have raised many doubts and the KMT continues to stand against the plan, the DPP therefore as a show of goodwill and agreed to change the budget from NT$890 billion over 8 years to NT$420 billion over 4 years, as requested by the KMT. But the KMT pushed on with a proposal to slash the portion of the total budget reserved for railway projects, something that the DPP refuses to compromise over. More wrangling is expected today as this is the last day of the current extraordinary session. The DPP caucus promised the President that it would complete the third reading of the draft budget for the forward looking infrastructure projects plan this week. The opposition wanted the whole draft sent back to the committee for review. In the morning, the KMT caucus occupied the podium asking the DPP for a conciliatory gesture. In the afternoon it was rumored that the DPP administration took into consideration the many criticisms of the plan and the refusal of the opposition parties and was willing to change the budget from the projected NT$890 billion over 8 years to NT$420 billion over four years. ==HSU YU-JEN KMT legislator == Currently, there is such a development and we are discussing it. The KMT view is that on that basis how we can discuss things such as including those projects which have already passed environmental assessments. ==YE YI-CHEN DPP caucus convenor== The KMT wants the first phase of the budget to be over four years, that's ok, we can accept that, but we need clarity on the whole plan and it needs to be complete. It was reported that the DPP caucus convenor Ker Chien-ming had already negotiated with Premier Lin Chuan about cutting the budget and time period in half but if it was not completed in four years if the Legislative Yuan agreed, the plan could be extended and more budget applied for. In the morning legislators once again had the opportunity to question the national development committee Chair Chen Tien-chi and other committee members. Although the green camp has adjusted the budget for the infrastructure plan the blue camp wants to eliminate rail projects and worries that the green camp is just delaying, therefore it is still assessing the change.
