DOMESTIC-MADE SUBMARINES IN 8 YEARS TIME|台船.中科院合作 國造潛艦8年後問世

On March 21 President Tsai Ing-wen attended a ceremony of locally-built defense submarine in Kaohsiung, and once again reaffirmed the policy to build the nation's own submarines. Although many people say that Taiwan has no prior experience in manufacturing submarines, all parties involved are quite confident that a homegrown defense submarine could be built in eight years from now. The signing ceremony for the project memorandum of indigenous defense submarine was held at Kaohsiung's Zuoying Navy Harbor. President Tsai Ing-wen boarded the indigenous Panshi Fast Combat Support Ship and Hai Hu Submarine. ==TSAI ING-WEN President ROC == I know as well that some people are not optimistic about indigenous defense submarine. However if we were to retreat because of difficulties, Taiwan's independent national defense has no future. The project is a joint venture of China Ship Builder Corporation (CSBC) and National Chung-shan Institute of Science and Technology. Although CSBC has manufactured hundreds of military ships, but this is the first time to manufacture submarines. CSBC chairman shows his confidence over the project. ==CHENG WEN-LONG Chair, CSBC== Surface ship is a bit different from underwater sub. All we have to do is making connections with machineless and operating principles. Underwater sub is something just like this. == KAO CHUNG-HSING VP National Chung Shan I S T== Regarding the manufacturing of submarine, in the past there was a major area which we had not done. That was the dynamic system and its capability. We can calculate by applying mathematics model. However it's actual testing capability is slightly different from our mathematics model. CSBC has confidence of making a submarine dip into water eight years later. However, some military experts are not as optimistic as CSBC. == SHIH HSIAO-WEI defense expert== Taiwan is alright for manufacturing commercial ships, some large scale of commercial ships. But as to manufacturing military ships, foreign technology assessment shows the grading of Taiwan-made military ship has some rooms for improvement. In additional to submarine hull, experts also worried about the source of main generator and large silent propulsion motor, because not many countries manufacture these. However CSBC said they have already found an international seller. TRANSLATED BY: ANTHONY LIN 總統蔡英文上午到高雄左營軍港，主持潛艦國造簽約儀式，未來將由台船與中科合作，打造多艘潛艦。雖然外界質疑，台船沒有打造潛艦的經驗，但台船很有信心表示，8年後就可以讓自造潛艦，出現在國人面前。 潛艦國造設計啟動與合作備忘簽署，上午在高雄左營軍港進行，總統蔡英文也登上國造磐石軍艦以及海虎潛艦視導。 ==總統 蔡英文== 我也知道 外界有一些人 並不看好(潛艦國造) 如果我們因為困難而卻步 台灣的國防自主 就不會有未來 潛艦國造由台船公司與中科院共同合作，台船雖造過百艘軍艦，但製作水下潛艦還是頭一遭，面對外界質疑，董事長信心滿滿。 ==台船董事長 鄭文隆== 水面艦跟水下艦 是有一點不一樣 我們只要把這個設備 跟這些原理兜在一起 其實水下艦就是這麼一回事 ==中科院副院長 杲中興== 潛艦過去我們 很大一塊沒有做過的是 水下所有的動態系統的性能 我們可以用數學Model去算 但是它的實測的性能 會跟我們的數學Model 會有一些差異 台船認為造船原理相仿，有信心8年後，讓國造艦正式下水運作，不過軍事專家沒這麼樂觀。 ==軍事專家 施孝瑋== （台灣）做商船 做各種的這種 目前的這種 設計大型船舶都沒有問題 但是就軍艦來說的話 其實就國外的技術評估來講 是認為我們的等級 還是有待加強 除了船殼製造問題，專家還擔心，潛艦的主機以及大型靜音馬達，因為製造的國家不多，對外採購可能遭遇挫折，不過台船表示，已經在國際上找到合作對象，會針對困難一一排除。 記者 王柔婷 陳顯坤 高雄報導
