OLD TYRES PRESENT LARGE PROBLEM FOR THE RECYCLING INDUSTRY|無利可圖.沒人願回收 廢輪胎堆積成山

Over the years, tightening anti-air pollution regulations have made it more and more expensive to recycle tires, and now used tires are building up in tire stores across Taiwan, because no recyclers are willing to take them anymore.

In the past, old tyres could be given to recycling companies for NT$5-10 per tyre. Due to the rise of incinerator air pollution standards, the ways for dealing with old tyres are limited and many recycling companies are unwilling to take them, leaving stacks of old tyres around and people unwilling to take them on even for a fee.

The price (of used tires) has been dwindling since last year and so less and less people took them. This year, no one is taking them at all.

Yunlin County Environmental Protection Bureau said it has collected around 95,000 kilos of old tyres and each township and village administrative office has around 60,000 kilos, car maintenance facilities have around 30,000 kilos; and as this year air incinerator pollution standards have risen, industries which handle them cannot cover their costs, resulting in the stacking up of large quantities.

Because no one is taking the tires, there has been a buildup. We will talk to more recycling companies and see if anyone would come and help us clean up.

Recycling companies don't know where to sell all those tires, so they simply stop taking them. However, the law mandates that the cleaning squad continues to take used tires, hence the buildup. They have nowhere to go.

The EPB said the EPA gave subsidies to companies dealing with old tyres, but the country was not equipped to deal with such a large quantity. The recycling industry could not accept them for treatment and the profit from dealing with them was slight, so they were only regarded as waste. It proposed that the central government give more subsidies or assist the industry in creating measures for the export of old tyres.

廢棄輪胎焚燒處理管道受限,許多回收業者不願回收,造成廢棄輪胎無處可去,就有輪胎行老闆說,現在甚至花錢也找不到業者願意回收,只能堆置在一旁。目前國內廢輪胎去化量不足,回收業者無法去化處理、回收利潤又低,恐怕衍生全台廢輪胎汙染大問題。

汰換下來的輪胎,過去交給回收商處理,一條輪胎還可賣5-10元,但現在因為空污燃燒排放標準提高,廢棄輪胎處理管道受限,許多回收業者不願意再收廢棄輪胎,讓這些輪胎持續堆置,甚至花錢還找不到人回收。

雲林縣環保局表示,目前全雲林縣廢棄輪胎堆置量約9萬5千公斤,包括各鄉鎮市公所堆置6萬公斤、汽車修配廠3萬多公斤,今年可能因為空污燃燒排放標準提高,業者處理廢棄輪胎不敷成本,造成目前堆置情況。

雲林縣環保局就說,環保署針對廢棄輪胎回收商、處理商都有進行金額補貼,但目前國內廢輪胎去化量不足,加上回收業者無法去化處理、回收利潤又低,才衍生廢輪胎無處去問題,建議中央提高補貼價格或協助業者外銷廢輪胎量來解套。
