OUTGOING HK CEO ELECTED TO CPPCC AS VICE CHAIR|

Outgoing Hong Kong Chief Executive Leung Chun Ying has been elected a vice-chairman of China's top advisory body, but questions are being raised because Leung's term as Hong Kong's Chief will not end until June. This means that he will be wearing two rather incompatible hats in the next few months. Here's why this development can be problematic. The outgoing Hong Kong Chief Executive Leung Chun-ying, was elected as vice chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee. Leung was praised for his firm stance when handling the Occupy Central Protest in 2014 and Hong Kong independence protests. The Chinese Government often uses this post as reward for retired top officials. However Hong Kong's first Chief Executive Tung Chee-hwa and Macao's Chief Executive Edmund Ho were elected to the post after they retired as chief executives. According to Hong Kong Basic Law, the Chinese authority must not interfere with Hong Kong's internal affairs; therefore Leung may have a conflict of interest. However some CPPCC members defended this, saying that membership is just a political title but carries no actual authority. This year's conference, for the first time, proposed merging the Greater Bay Area with China's economic development, the aim is to integrate Hong Kong's advantages with One Belt, One Road Policy. ==LO HONG-SHUI Chair, H.K. Trade Development Council== I believe the prospect of whole economic development for the Greater Bay Area is very, very good. Hong Kong is an international financial center, which does well in service industry and tertiary industries. Guangdong Province does well in the manufacturing industry and Macao in the tourist industry. The Greater Bay Area includes two regions Hong Kong and Macao, and nine cities of the Pearl River Delta Economic Zone such as Guangzhou, Shenzhen, Zhuhai and others. The political systems and social atmosphere are quite different in these three regions. Chinese central government is to make coordination and implement step by step on the inter-regional cooperation, but the conflict of interests between enterprises are not easy to coordinate. TRANSLATED BY: ANTHONY LIN
