MAYOR DEMANDS CPC COMPLIANCE AND COMPENSATION|中石化安順廠整治進度嚴重落後 南市擬求償

CPC Corporation's Tainan Anshun plant caused serious ground and groundwater pollution. It is also suspected of causing cancer in local residents. Currently, the anti-pollution policy is being implemented and should be 82 percent completed, but is only 1 percent complete. Dioxin remediation work should be completed in 15 years, by 2024, but in fact, the policy has been in place for seven years and measures should be 82 percent completed by now. Chief, Tainan City EPB== On March 2, CPC put forward an updated policy plan, we will review it based mainly on raised volumes and review it strictly. The EPB said CPC seriously lagged behind on implementing pollution policy. The reason was because the Anshun plant was handling dioxin, mercury and other difficult-to-treat pollutants and its heat treating equipment was insufficiently effective, so that it could not cope with the required volume. Tainan City Mayor William Lai who has been very critical of CPC in the past spoke about the case in a Mar. 1 dedicated city council committee meeting and said that he would demand that the Ministry of Economic Affairs ask for compensation of NT$20 billion which had been given to CPC in government subsidies as compensation for the public who should not be, literally, paying the bill. ==WILLIAM LAI Tainan City Mayor== As well as demanding the MOEA cannot appeal after the second reading, we hope that the CPC will be judged and not make an administrative appeal to add to the injury already suffered by the public. In its defense, the CPC said it was trying its best to implement the pollution policy by raising the amount it could handle and in the future, its handling would be more efficient. At the same time, it would put forward an updated policy plan to finish compliance by 2024 as scheduled. As for compensation, CPC said that it was not responsible for all local pollution, but it would respect the mayor's words. TRANSLATED BY：CLARE LEAR 中石化台南安順廠過去嚴重汙染土壤與地下水，還被質疑造成當地居民罹癌，目前正進行汙染整治，不過原本應達到82%的進度，卻只完成1%，台南市長賴清德要求環保局依法裁處，更要中石化變更整治計畫，同時也請經濟部研議求償20億。 中石化台南安順廠汙染一案，根據整治計畫，戴奧辛汙染整治工作擬定15年完成，預計113年要完成整治，只不過計畫核定到現在7年過去，按照計畫該完成82%的整治目標，卻只完成1%，進度嚴重落後，對此環保局也已經要求中石化提出整治變更計畫。 ==台南市環保局土壤汙染管理科長 楊朝全== 中石化已經在昨天3月2號 提出來(整治變更計畫) 我們來審視它的計畫變更 以提升量能為主 假如沒有依照量能為主 我們會嚴格審查 環保局表示，中石化整治進度嚴重落後，原因就出在安順廠同時有戴奧辛與汞等複雜汙染物，處理困難，加上熱處理設備效果順暢不夠，造成量能處理不足；而曾經批評中石化是最惡劣的公司台南市長賴清德，更在3月1號的專案會議中提出，經濟部應該向中石化索賠由政府支付的20億元人道關懷經費，不能讓全民買單。 ==台南市長 賴清德== 我們除了會要求經濟部 在二審判決之後 不可以再上訴之外 也希望中石化能夠接受判決 不要無窮無盡的走行政訴訟 讓居民承受二度傷害 只不過中石化也發出聲明表示，目前已經很努力在進行污染整治，同時除污設備也進行改善，以增加處理量，未來處理效能會更好，處理量也會增加，同時也會提出整治變更計畫，要在113年如期完成整治。而至於求償部分，中石化強調，當地的污染並非中石化所造成，對台南市長賴清德的說法也給以尊重。 記者 溫正衡 台南報導
