3RD SESSION OF NATIONAL AFFAIRS CONFERENCE ON JUDICIAL REFORM HELD|司改分組會議 環境案偵查.訴訟程序列優先

On Feb.22, the third breakout session of the national affairs conference on judicial reform was held. Future reforms on the investigation and trial procedure of environmental cases will be viewed as a top priority. Many had doubts about the committee's transparency because of the way how the committee members were selected. Chu Hai-Yuan, the convener of the third breakout session, denied it, saying that those accusations are a sentence without trial. On Feb.22, the third breakout session of the national affairs conference on judicial reform was held. During the 4-hour discussion, experts expressed their views and made a conclusion that two issues, recruitment of judges, and investigation and trial procedure of cases on environment, will be listed as priority topics for the next meeting. ==LIN FENG-CHENG Exec- Sec., NACJF Preparation Committee == We will start from reforming the procedure of environmental cases. We will ask the Environmental Protection Administration and the National Police Administration to make a presentation on how they dealt with these cases. We will think of ways to improve the trial and investigation procedure. As the number of environmental cases increases, personnel and resources dealing with the cases are lacking. Lin said that he will ask related governmental departments to submit a report on the issue. Recruitment of judges and evaluation system will also be discussed. Some said that committee member selection for the national affairs conference on judicial reform is a black-box operation. Many issues were brought up to discussion within a short time. How can they make such a judgment even before the meeting starts? There are 101 members at the judicial reform committee. Can experts and civil groups from different fields be manipulated so easily? Are they here to joke around? Chu said that he will not accept this kind of stigmatization because all national affairs conferences are transparent. The next meeting will be held on March 8. Besides the two issues mentioned above, the committee will discuss whether an evaluation system should be set for lawyers. They will invite the Taiwan Bar Association to join the meeting and seek advice from them.
