PARIS AGREEMENT ENTERS INTO EFFECT TODAY|

On Nov 4, the Paris Agreement enters into effect. Environmental groups said that although not a signatory, Taiwan has pledged to reduce carbon emission voluntarily. However, the Electricity Act, which is the legal basis of Taiwan's carbon emission efforts, are still pending a clear set of implementation measures and timetable. Researchers are urging the government to act immediately so that Taiwan does not fall behind international standards on greenhouse gas control and relevant policies. Last year the UNFCCC concluded the Paris Agreement, which stipulates 3 main targets: a long-term goal of keeping the increase in global average temperature to well below 2°C above pre-industrial levels; to limit the temperature increase to 1.5°C; countries also need to meet every 5 years to review their carbon emission and allocate US$100 billion annually by 2020 to mitigate climate change. Taiwan has voluntarily pledged to reduce carbon emission, and environmental groups are urging the government to implement the Electricity Act. ==TSAI SZU-TING, Greenpeace Taiwan renewable energy project manager== The Electricity Act is an important cornerstone for the development of renewable energy. Taiwan exports many products. If our products cannot meet the international standards on the use of renewable energy and carbon emission, they won't be able to be sold in other countries. That's why the Electricity Act is crucial in facilitating the use of renewable energy. Environmental organizations remarked that the implementation and timetable for the Electricity Act are unclear and thus cannot help Taiwan's development of renewable energy. This may also hinder Taiwan from keeping abreast with the international standards. Scholars urged the government to take swift actions. ==CHOU KUEI-TIEN, NTU Risk Society and Policy Research Center Dir.== Though the Paris Agreement is about carbon emission, it involves the transition of the entire society and policies on the choice of energy sources. The government needs to consider the issue carefully. We also need to upgrade our industries to raise their competitiveness in the future of the green economy. Experts said that the government should help industries upgrade so that they can transition from a "brown" economy to a green economy. The EPA also said that government agencies have been working to implement new environmental regulations on greenhouse gasses reduction. TRANSLATED BY:CHRISTINA LIU
