The Tsai administration has been facing difficulties in diplomatic efforts due to China's interference. The Ministry of Foreign Affairs confirmed that Taiwan has not been invited by the International Civil Aviation Organization to its 39th Assembly. President Tsai Ing-wen and the Ministry of Foreign Affairs have both protested, saying that ICAO is not a political organization. Its purpose is to protect flight safety and people's lives. Tsai said Taiwan should not be excluded from international organizations based on political factors, which is unfair to Taiwan.
The International Civil Aviation Organization will hold its 39th Triennial Assembly in Canada on Sept. 27. However, Taiwan has not been invited due to China's intervention. President Tsai Ing-Wen expressed discontent when she met with visiting members of the European Parliament on Sept. 23, saying that ICAO's decision is not fair to Taiwan.
==TSAI ING-WEN, R.O.C. President==
Taiwan has not received ICAO's invitation. We are very upset since this is extremely unfair to Taiwan. A country should not be stripped of its deserved rights because they do not accept certain undemocratic restraints.
ICAO claimed that they decided not to invite Taiwan in keeping with the UN's one-China policy. The Mainland Affairs Council said it was regrettable that China has been trying to suppress Taiwan, and that China's actions have hurt the feelings of the Taiwanese people and are not conducive to cross-strait peace. Foreign Minister David Lee also expressed regret, stressing that flight safety is about protecting people's lives and should not be politicized. He said Taiwan will protest ICAO's decision.
==DAVID LEE, Minister of Foreign Affairs==
We hope that this is an isolated occurrence. We will protest ICO's decision. Taiwan has no right to feel pessimistic when it comes to diplomacy. We have more work to do. We need to continue our efforts in other international efforts.
Since APEC will be held in November, the Ministry of Foreign Affairs is paying close attention to prevent any suppression coming from China and will adjust its strategy as the situation evolves. AIT issued a statement supporting Taiwan's participation in international organizations that do not require members to join as a state. The US also supports Taiwan's meaningful participation in international organizations whose members have to be states.
