The International Civil Aviation Organization Assembly and the APEC Forum are both scheduled to take place at the end of this month. Yet progress on Taiwan's participation has been slow because of China. China's Taiwan Affairs Office said that since Taiwan does not acknowledge the 1992 consensus, cross-strait exchange mechanisms have been halted. In response, Taiwan's Minister of Foreign Affairs, David Lee, called on China not to take any detrimental action. The International Civil Aviation Organization (ICAO) will take place on Sept. 27. Taiwan was invited to the previous ICAO meeting, however, this time Taiwan has not been invited. Minister of Foreign Affairs David Lee says that the US has assisted in clarifying the situation, but so far there is no news. ==DAVID LEE Minister of Foreign Affairs== To tell the truth, there is nothing I can do now, to give a clear answer. I hope that China will not undertake any action detrimental to our participation. That is the only model conducive to normal development of relations with China. China's Taiwan Affairs Office said that since Taiwan did not acknowledge the 92 consensus there was no dialogue between the sides and so there was no mechanism to handle ICAO and similar issues. ==MA XIAO-GUANG Spokesperson, State Council of the PRC,Taiwan Affairs Office== Taiwan can only take part in international activities on the premise that it accepts the 'one China principle' and makes arrangements through cross strait negotiations. Currently the Taiwan authorities do not recognise the 92 consensus which reflects the 'one China principle.' This has led to a cessation of the cross-strait communication mechanism so that there is no handling process for these issues. In related news, President Tsai Ing-wen wanted to send the People First Party Chair James Soong to represent Tawian at the Asia Pacific Economic Cooperation Forum (APEC) leaders meeting. However, this was vetoed by China. The TAO did not admit this, but only said that participation in APEC and other activities should comply with the relevant provisions of the APEC Memorandum of Understanding (MOU). The former minister of Foreign Affairs, Chen Chien-jen believes that this refers to the 1993 APEC Leaders' Seattle Declaration and China wants a representative from Taiwan to have an economic background to be eligible to take part in the leaders meeting. Former president Chen Shui-bian tried to send his vice president Li Yuan-zu to the APEC leaders meeting and also got vetoed. In response, Chen gave up on participation. Chen Chien-jen believes that with assistance from the US, it is still possible that Taiwan may be able to participate. TRANSLATED BY:CLARE LEAR
