Mega international commercial bank's New York branch has been fined fined US$180 million, or NT$5.7 billion, for violation of the United States' money laundering regulations. Its per share price dropped to NT$22.3 and thus it lost NT$20.4 billion in one day. Other financial holding firms and the financial industry have also been affected. Mega Bank has got into trouble three times within 5 months. Premier Lin Chuan has demanded a task force probe into the violations. The Ministry of Finance has also called a meeting with the 8 state-controlled banks to review their practices.
Mega Bank has been fined NT$5.7 billion for violations of the United States' money laundering regulations. On Aug. 22, its share price opened with a drop of 5% and fell all the way to NT$22.05 at mid session. It closed at NT$22.3 with the largest trading volume of 129,351,000 shares in over 7 years. With its share price down by 6.3%, Mega Bank's market value evaporated NT$20.4 billion within one day.

Before Chiao Tung Bank's merger into Mega Bank, the share price was 60. Now it has dropped to less than 30. If Mega Bank does not address money laundering, its share price could drop further. (How much further do you think it will be?) It will be abysmal.
Mega Bank's falling share price affected the 14 financial holding companies, whose market value has shrunk by NT$65 billion in total. The Ministry of Finance called a meeting with the 8 state-controlled banks and requested that they review their practices regarding legal compliance and anti-money laundering in oversea branches. Premier Lin Chuan ordered to form a task force to conduct investigations.

Mega Bank was too careless about legal compliance. If they had complied with the laws and regulations, they could have modified their practices accordingly.
Mega Bank reported an earning of NT$15.1 billion in its first half-year report, which translated to NT$2.23 billion per month. A fine of NT$5.7 billion is equivalent to its net profit for two and a half months.

The government's holding is around 20%, so the loss is of course borne by the people. The people should at least know why this happened.
According to Huang, as Mega Bank is 20% owned by the government, a share of around NT$1.14 billion of the fine might be borne by the Taiwanese people. It is said that Wu Han-Ching, General Manager of Mega Bank, has submitted a verbal resignation.
