Tainan Police Chief to Be Transferred Back to NPA 警界人事將大搬風 署長:方仰寧調回警政署

Many high-ranking police officers will be retiring shortly, leading to a wave of personnel reshuffling. National Police Agency Director-General Huang Ming-chao has refused to divulge any names, but confirmed that Tainan City Police Department Commissioner Fang Yeang-ning will be transferred back to the NPA.

National Police Agency Director-General Huang Ming-chao listened to a report about police officers busting an international drug ring. There are concerns about Taiwan's deteriorating law and order situation and the increase in cases of police malfeasance, especially in Tainan. On Jan. 10, Huang confirmed that Tainan City Police Department Commissioner Fang Yeang-ning will be transferred back to the NPA.

Huang Ming-chao, Director-General, National Police Agency: “He (Fang Yeang-ning) asked to be disciplined, so we considered it. We will transfer him back to the agency.”

Fang asked to be disciplined after the director of the police department's secretariat used intimidation to obtain money. He said he will accept this punishment. There are reports that NPA Assistant Director-General Liao Tsung-shan is the favorite to replace Fang. Tainan City Mayor Huang Wei-che said he'll speak about candidates with the NPA on Jan. 11.

Huang Wei-che, Mayor, Tainan City: “This disciplinary issue came up, and he reported it to his superiors. We would like to thank Commissioner Fang for all his hard work over the years.”

Fang Yeang-ning, Commissioner, Tainan City Police Department: “I haven't been informed yet, but I think I need to assume responsibility for not properly supervising my subordinates, which resulted in major malfeasance. That's why I told them that I will accept any position transfer and arrangements from above.”

Many high-ranking police officers are set to retire shortly, including Central Police University President Chen Che-wen over a meeting with a gangster at a private club, so a wave of personnel reshuffling is expected. There are reports that this will involve the commissioners of five of the six special municipalities. Taipei City Police Department Commissioner Yang Yuan-ming is expected to become the new president of Central Police University and will be replaced by NPA Internal Affairs Office Director Chang Jung-hsing. The full list of names is expected to be announced shortly.

警政署長黃明昭表示：「他（方仰寧）自行處分，那我們就會全盤來考量，會調回（警政）署裡面。」

由於台南市警局爆出，時任秘書室主任莊武能，涉及恐嚇取財，也讓方仰寧申請自行處分，對於這次懲處，他表示坦然接受，但這遺缺誰接手？警政委員廖宗山呼聲高，台南市長黃偉哲則回應，將在明日跟警政署談論人選。

台南市長黃偉哲表示：「現在碰到這個（風紀）狀況，他也跟他的長官報告，我們表示對方局長，這些年來的努力，表示感謝他。」

台南市警局長方仰寧表示：「我還沒有被告知，我覺得我必須承擔這個，部屬沒有管理好，然後犯下重大風紀責任的過失，所以我有跟他們講，我坦然接受上級任何職務的調動和安排。」

除了台南市外，因應多名高階警官屆齡退休，以及警大校長陳檡文，因為88會館案退休，警界也將迎來一波人事大調動，光是六都直轄市就傳出會異動5人，像是現任台北市警局長楊源明，預計調升警大校長，原職缺由警政署督察室主任張榮興接掌，儘管黃明昭沒有證實，但他也強調新的人事名單，近日就會公布。
