Sections of Provincial Highway 7 have been destroyed due to landslides caused by heavy rains. As of now, 302 people remain stranded at Mingchi Resort in yilan. Firefighters cleared a path to take daily and medical supplies up the mountain and began bringing people down. On another note, local officials are invesitgating weather a delay in construction had caused the flooding Qixian Village.

Firefighters from both Yilan County and Taoyuan City gathered at Phay, which is in the Fuxing District of Taoyuan City. There are 18 vehicles carrying 37 rescuers to Mingchi Resort in Yilan County to deliver daily supplies and medicine to the 302 people stranded at the resort during the weekend of torrential rain.

Chiu Chia-sheng, Dongshan Commander, Fire Bureau, Yilan County: “We will be delivering more daily items supplied by Yilan County Government once the roads have reopened to traffic. ”

Kang Fu-hsiung, General Manager, Mingchi Resort: “We will arrange to have guests who did not drive on their own to the resort leave with the rescue team in the afternoon, as long as there is a way out for them.”

With some efforts, five Yilan County firemen were able to get to the resort on the 18th, bringing necessities, medicine, and fuel. The resort has enough food for everybody for now. Rescuers started to bring visitors who did not drive on their own down the hill during the afternoon on the 19th and onward. Meanwhile, Qixian Village in Yuanshan Township of Yilan was also flooded by rain. Yilan City councilors questioned the long-delayed construction of a floodwater pumping chamber.

Chen Chun-yu, Yilan County Councilor: “The construction wasn't put out to tender until September of this year and it ended up being abandoned. Now the tender will restart on Oct. 18. I'm beginning to wonder if it's all just empty promises from the county government. ”

Local councilors say that the construction of a floodwater pumping chamber by the sluice gates next to Fuzhou Bridge was supposed to begin in July. Yilan County Magistrate Lin Zi-miao even surveyed the scene in February. However, the construction was not put out to tender until September, and it got abandoned. The tender restarted on Oct. 18.

Li Yueh-ju, Director, Water Resources Dept., Yilan County: “The construction of the floodwater pumping chamber is not directly related to the flood. It was the timing of when the pump was done. ”

Local officials say that the construction got delayed because of a request for more portable floodwater pumps and a standby personnel room. They said that the delay in construction had nothing to do with the flood.

冬山分隊分隊長邱嘉陞表示：「預計在公路總局恢復道路後，會將宜蘭縣政府的運送物資送到明池山莊。」

力麗明池總經理康富雄說：「會把我們沒有開車的客人，大概在中午過後，假如道路條件許可話，會先撤出來。」

明池山莊現況，18日因宜蘭縣消防局5名消防員的努力挺進，率先將必需藥品送達，燃油也到達當地，可間歇性發電，食物尚且足夠。如果道路條件許可，未開車民眾19日中午後就可開始接駁下山。

另外，宜蘭豪雨導致員山鄉七賢村淹水，引發機房工程爭議。

宜蘭縣議員陳俊宇指出：「他們到今年的9月才上網招標，結果流標，現在決定10月18要重新再招標。這真的讓我們懷疑，縣政府真的是口號治縣嗎？」

地方質疑，縣府原本預計7月，要在浮洲橋旁的水門設置移動式抽水機的機房，宜蘭縣長林姿妙2月還去現勘過。但預定7月完工的工程，直到9月才發包，甚至還流標，18日才要重新招標，難道縣府是口號治縣嗎？

宜蘭縣府水利資源處長李岳儒回應：「機房的設置完成與否，跟淹水並沒有直接的關係，重點在於你的抽水時機。」

縣府說，興建抽水機房是供固定置放移動式抽水機，與淹水並無關係，淹水的關鍵，是在抽水機的抽水時機。至於工程9月才第1次發包，是因為地方要求變更工程設計，盼多設置一台抽水機與備勤室空間，縣府為回應地方需求，才延後工程發包時間。
