Weekly Traveler Quota Could Affect Year-end Elections 單週2.5萬人入境限令 藍委:恐影響年底選舉

On July 4, the Kuomintang expressed concerns that the weekly quota of 25,000 incoming travelers would affect the year-end elections as the household registration status of citizens that have not been able to return home for a long time would be affected. In addition, citizens that are not able to return to Taiwan before July 26 will not be able to vote in the year-end elections. The KMT is calling on the Tsai administration to exempt ROC nationals from this restriction.


Due to the global pandemic, many ROC citizens have not returned to Taiwan for over two years. This means they have been stripped of their household registration, national health insurance and voting rights. Under election laws, only those that have been living in their electoral district for at least four months have the right to vote. In other words, anyone that is not at their Taiwan residence by July 26 will not be able to vote in the year-end elections. The Kuomintang is calling on the Central Epidemic Command Center to exempt ROC citizens from the 25,000 weekly incoming traveler quota.

Tseng Ming-chung, KMT Caucus Whip: “The KMT strongly feels the 25,000 weekly quotas should not include citizens. This is an underhanded DPP tactic to prevent citizens from voting on Nov. 26.”

In response to the KMT's calls, the Democratic Progressive Party says COVID-19 is not under control in Taiwan and the BA.4 and BA.5 variants are a global threat. The DPP says epidemic prevention has to be the top priority.

Huang Shih-chieh, DPP Deputy Caucus Officer: “Quarantine hotel and disease prevention taxi capacity are limited. If we raise the quota brashly, the risk to the nation would make people even more pessimistic. Epidemic prevention has to remain the top consideration. We can't only think about elections and votes.”

The DPP says the CECC already promised rolling adjustments to the incoming traveler quota and it believes the CECC will make the right decisions.

 

 

 

疫情持續延燒多年,不少海外國人超過2年沒有返國,被依照戶籍法遷出戶籍,影響健保資格與年底投票權。根據選罷法規定,要在選舉區繼續居住4個月以上者才有投票權,7月26日將是今年九合一選舉遷入戶籍日的最後一天,國民黨立院黨團質疑,中央疫情指揮中心目前每周只開放2萬5千人次入境,將會讓部分想回國投票的民眾,無法趕上時限返國。

國民黨立院黨團總召曾銘宗質疑:「讓他們無法參加11月26號的選舉,這是民進黨的選舉策略,所以國民黨團第一項要求,每週入境25000人的限制,排除本國籍旅客。」

國民黨要求入境人數限制排除本國籍旅客,以維護投票權利,民進黨立院黨團回應表示,目前疫情還不穩定,變種病毒BA.4與BA.5在國際威脅仍然存在,還是要以防疫為最優先考量。

民進黨立院黨團副幹事長黃世杰回應:「包含說防疫旅館、防疫計程車等等的量能,冒然的去開放這個數字,那可能所造成的風險是國內我們的民眾所更不樂見的,還是應該要以防疫作為最優先考量,而不是心中只想到這個選舉跟選票。」

民進黨團表示,疫情指揮中心之前曾說過會滾動式調整入境人數限制,相信專家與官員會依照國內疫情與防疫能量做出最適切的考量,以維護國人健康安全。
