Residents Protest Houses Being Demolished 3 Times Due to Highway Widening|高雄路竹台1線拓寬 居民不滿屢遭拆遷

Residents living along the No. 1 Provincial Highway in Kaohsiung's Luchu District are voicing their anger, as the road widening project has been delayed for years, with their residences being torn down and built, and torn down over again. They asked the government to return their land if the project is not going to happen anytime soon. Meanwhile, some questioned if the widening is necessary, as the traffic flow is not very heavy.


Houses along the Zhongshan Road was designated to be demolished some 20 to 30 years ago. How is the Luzhu district going to be prosperous with all of you standing in the way?

Supporters and opposers of a road widening project got into confrontations in an explanation session held by the Directorate General of Highways. The No. 1 Provincial Highway widening project of the Luzhu district in Kaohsiung has been delayed for years and forced local residents to witness their houses being demolished three times over 20 years. Another demolition is likely if the project gets a go.

Our houses have been demolished 3 times, this would be the fourth time. It is a very sad situation. There are 400 to 500 houses along the No. 1 Provincial Highway. My house was torn down to only one meters.

The Third Maintenance Office of the Directorate General of Highways explained several proposal during the session on the 20th, including building a bypass road and an extension from the Kaohsiung MRT Luzhu among others. While some supporters think only the widening of the No. 1 Provincial Highway can bring prosperity to the area, others think the traffic is not heavy on the No. 1 Provincial Highway, therefore there's no need for a widening project.

The government lied to us first. It did not realize the promise of allowing the land to maintain its current condition. Our houses have been torn down 3 times already, this time would be the fourth. More than 300 households will not have a home to return to.

Representatives from the Directorate General of Highways said the session was for the local residents to voice their opinions and they will not come to any immediate conclusion to the widening project. A local representative has also urged the Directorate General of Highways to provide a solution soon in order to solve the confrontation between regional development and local resident's right of habitation.

贊成跟反對台一線拓寬的民眾，在公路總局辦的拓寬評估說明會上爆發衝突，原因是高雄市路竹區台一線拓寬工程延宕多年，沿線居民二十多年來，家園卻被拆了三次，如果拓寬工程確定執行，這些人的家園就要面臨第四次拆遷。

高雄市路竹區台一線自救會成員 林宏裕表示：「三次了，這次要拆就四次了，真的很可憐啊！我們台一線的有四、五百戶，拆剩下的我的家，只有一米而已。」

公路總局第三養護工程處在20號說明會上說明幾個方案，其中包含了外環道路、高雄捷運路竹延伸線軌道建在台一線路段等。有些居民認為拓寬台一線才能帶動地方繁榮，但也有居民質疑台一線車流量根本沒這麼大，沒有拓寬必要。

高雄市路竹區台一線自救會成員 李炯崑表示：「因為政府騙民在先，它沒有去履行這個，土地道路保持現況的承諾。這樣已經拆遷了已經三次了，再吵下去就四次了，有三百多戶無家可歸。」

公路總局出席的人員表示今天說明會是來聽居民意見，不會立刻做出結論，也不一定會拓寬。不過當地方發展及人民的居住權互相衝突，加上工程延宕多年，當地民代也要求公路總局應該趕快做出決議，別讓居民一直等，造成居民困擾。
