A Taiwanese diplomat in Osaka, Japan committed suicide in September 2018 after being blamed for his handling of Republic of China nationals stranded at Kansai International Airport during to a typhoon. At that time, a netizen criticized personnel at the Trade Office of Taiwan in Osaka. On May 30, Taipei City Councilor Li Ming-xian said the IP address of this netizen was the same as that of a woman famous for exploiting credit card benefits, and she had previously worked on the election campaigns of Taiwan's representative to Japan Frank Hsieh.

Li said Taiwan's representative to Japan Frank Hsieh should come out and provide an explanation as Yang previously worked for his election campaign. On May 23, the Control Yuan issued a report on its investigation into the case. It said Hsieh could not control the post of "idcc" insulting personnel of the representative office, which was close to a statement Hsieh made the next day. Chunghwa Telecom has refused to provide information on the identity of the netizen to the Criminal Investigation Division of the Taipei City Police Department, claiming it no longer has the information. Therefore, it is difficult to establish a link. The police say this case has been transferred to prosecutors, and it will continue to investigate after it is accepted. It added it did not face any pressure.

國民黨台北市議員 李明賢表示：「"slow"是因為卡神楊蕙如她先上網，上網之後 然後查出她的IP，居然跟"idcc"四個位置都是一樣的，卡神楊蕙如是不是你在台灣的公關公司的操盤者，畢竟她過去2008選舉，很多次都幫過你在做網路操盤，這一部分可不可以請謝長廷代表你出來說明？」

質疑卡神過去曾經幫謝長廷打過選戰，李明賢認為駐日代表謝長廷，應該出面說清楚，監察院在這個月23號公布的調查報告也指出，關於PTT使用者，發文辱罵大阪處人員，謝長廷管不到的內容，跟謝長廷隔天在北海道受訪的回應很接近；只是礙於台北市刑大未提供真實身分，中華電信也用超過保存期間，拒絕提供相關資料，所以難以確認兩者間關係。對此，台北市刑警大隊科偵隊回應，這個案件已經函送檢調，受理報案後持續偵辦，偵辦過程並沒影受到任何壓力。

台北市刑大科偵隊長 鄭國隆表示：「我們從來沒有向任何媒體說明，我們3月移送，移送的日期只有一個 4月9號。」

發文者已經函送檢方調查，駐日代表謝長廷也拍影片，強調自己跟外交部沒有錯，不過究竟他跟「idcc」之間有何關聯，還有待檢警釐清。
