Taipei Fullerton East to Undergo Reconstruction|"危老"飯店改建 首例"馥敦南京館"

To accelerate the reconstruction of older structures, the government is promoting a "dangerous old building" clause that will give an additional 10 percent floor area reward to property owners that apply and are approved for the reconstruction plan within three years of the clause going into effect. The 45 year old Taipei Fullerton Hotel on Nanjing East Road managed to get its application approved and will become the first hotel to be reconstructed by meeting the conditions of the Statute for Expediting Reconstruction of Urban Unsafe and Old Buildings in Taiwan.


Reconstruction on the 45-year-old former Crowne Plaza and current Taipei Fullerton East on Nanjing East Road will start soon. The hotel's application was approved by the Taipei City Construction Management Office in April and it is the first hotel in Taiwan to meet reconstruction requirements under the Statute for Expediting Reconstruction of Urban Unsafe and Old Buildings.

This hotel's application was approved on Apr. 17. It is eligible for a floor area incentive of 1.15 times and a 10 percent floor area "timeliness" reward.

The statute is applicable to buildings 30 years or older that have failed seismic resistance tests in structural safety assessments. The hotel meets these requirements and will receive a 1.15-times floor area incentive following reconstruction. As the hotel got its application approved before the May 9, 2020 deadline, it will also be eligible for a "timeliness" floor area reward of 10 percent. This will increase its buildable total floor area to over 7,000 pings.

If it can increase its floor area by these 1,700 or 1,800 pings, they will be able to build additional floors. This could be attractive to international hotel chains.

A real estate expert says the number of applications has been low because the consent of multiple households is often needed and the generous incentives have not been enough to overcome this. The expert says with the Fullerton's application getting approved and the three-year deadline approaching, there may be a flurry of applications from older hotels or commercial buildings.

 
 
 
前身力霸飯店,屋齡超過45年的「台北馥敦」飯店南京館,即將改建。在上個月中旬,北市建管處已核准通過,成為全國第一家適用危老條例改建的飯店。
 
北市建管處副總工程師 洪德豪表示:「本案飯店的這個危老重建,是在4月17號已經核准了,可以允許按照原容積的1.15倍,再加上10%的時程獎勵。」
 
根據「危老」條例改建條件,需屋齡超過30年,同時須經過建築師專業判定,已不符合耐震補強效益才適用,而台北馥敦飯店南京館,完全符合條件,改建後將可獲取,容積獎勵1.15倍,另外,提出改建計畫,也趕在明年5月9後前,將可再獲取「時程」獎勵容積10%,預估可興建樓地板面積,超過7千坪。
 
台北馥敦飯店南京館總經理 陸西亞表示:「我們有努力在找國際品牌(飯店)洽商中啦!多幾個國際品牌談一談。」
 
屋比房屋比價平台創辦人 葉國華表示:「如果他在容積上,可以增加出這個將近一千七八坪的,這樣一個面積的話,對於他現有的這個樓層,就可以再更拉高,所以可以跟國際飯店來合作。」
 
房產專家表示,雖然都更容積獎勵較高,不過需多數同意戶同意,改建速度緩慢。不少飯店退而求其次,選擇危老條例,加上還有時程獎勵容積10%,不過只有三年時效,而且已進入倒數計時,隨著台北馥敦飯店通過後,預估將有更多老舊飯店或商辦大樓,會搶搭危老條例進行改建。
