Do Kaohsiung Schools Need Air Conditioners?|國中小裝冷氣費用高 高市盼中央決策

As the recent temperature climbs, classroom temperatures often surpass 30 degrees. Some schools in Kaohsiung City had to move classes out into the hallway because the heat was unbearable. The Kaohsiung City Education Bureau says it would cost NT$3.3 billion to install air conditioners in addition to the NT$150 million in electricity costs every year. and calls on the central government for help.


It is so hot and stuffy inside the classroom that the teacher has moved the math class out into the hallway. It is often over 30 degrees in classrooms on the fourth and fifth floors of the school during the summer.

Due to the way classrooms are set up, electric fans help but not that much. The fans just keep the same hot air circulating around the classroom.

Sihwei Primary school is located in downtown Kaohsiung and many teachers have moved classes out of the classroom in recent days. The Education Union says Taipei City recently announced air conditioners would be installed at all elementary and junior high schools and Kaohsiung should do the same since it is also a special municipality.

You just keep sweating. You can't concentrate on what the teacher is saying because you're so busy wiping sweat away.

One principal says the issue has been debated for many years and there doesn't have to be a uniform policy. Instead, decisions can be made on a need basis.

The cost is immense and Kaohsiung City simply can't afford it. This is an issue everyone is facing with every year being hotter than the last. We hope the central government can come up with a policy to resolve this issue.

Less than 2,000 of Kaohsiung's 13,000 classrooms have air conditioning and most of these are special situations. The city's education bureau says it installs fans and curtains as its budget allows, but it simply cannot afford the NT$3.3 billion it would cost to install air conditioners in all classrooms in addition to the NT$150 million a year in electric bills. The city is calling on the central government to come up with a unified policy and subsidy program.
