Before Typhoon Nesat even made landfall yesterday Pingtung County already reported damage. Around 1 pm in the afternoon Donggang, Linbian, Fangliao and Jiadong Townships all experienced torrential rain so that many areas flooded. Local residents said that they haven't seen such bad flooding since Typhoon Morakot .
Vehicles and scooters had to turn back as they realised that the road ahead was flooded. Some, however, forged ahead creating waves.
Before Typhoon Nesat even made landfall, it brought torrential and in just an hour, Pingtung's Linbian was flooded and residents put flood barriers in place.

Homes were flooded in Linbian and Pinglu and furniture and white goods all sat in water as residents looked on in despair.

In the morning I was at the pumping station monitoring and kept telling them to pump out water.
By 5 pm, the Central Weather Bureau said that Pingtung had received some of the heaviest rainfall over the past three hours. Jiadong received 550 millimeters over the whole day. Donggang's Zhongzheng Road was flooded to the depth of vehicle tyres and Provincial Highway 17 was flooded so deeply that in some sections it was closed.

Fangliao and Jaidong both had localised flooding and over 30,000 households in Pingtung had power cuts. As Nesat moved closer, another typhoon, Haitang, was forming and the wind and rain in southern Taiwan picked up strength. It looks as though this may continue for the next few days.
