Mid-Autumn Festival holiday traffic controls on Hehuanshan / 秋節合歡山路段將管制 居民憂返家不便　　　　　　　　　　

If you plan to visit Hehuan Mountain or Lishan during the Mid-autumn Festival, do take note that the Highway Directorate General is enforcing traffic control to cap heavy traffic during the upcoming four-day holiday. Yet local residents don't seem to support the move. Here's our report. When tourists want to play with snow at Hehuanshan, many people experienced traffic jams like this. ==RESIDENT== Can't move a bit, those are going up to the mountain. During every year's snow and flower seasons, or on long weekends, Provincial Highway 14 is always jammed with cars. Everybody gets stuck. The Directorate General of Highways plans to enforce traffic control over the Mid-Autumn Festival holidays. Some people are for it, but some are not. ==LIN MIN-CHANG, local tour agent== If traffic control is enforced, it definitely will affect Lishan residents' right to movement around the area. Visitors will also have to spend more time to get to Lishan. It is inconvenient for both tourism and for locals returning to their homes for the holiday. Local residents expressed their concern over the control. If they are heading for Taichung, they will have to drive in a big circle from Ilan, and pass through the northern Taiwan region. ==LISHAN RESIDENT== If there is traffic control three times per day, and also at Hehuan Mountain, where can we go? We, the locals do not support traffic control. If they really want to enforce it, then they should consider our needs, now this is the season for crop cultivation. The proposed traffic control will allow 800 people every morning from 6am to 11am. Only tourists who show proof of accommodation, or public transport vehicles, tour buses and official cars will be allowed to enter. The locals are urging for their rights to movement, and want to minimize the impact of traffic control. TRANSLATED BY：ANTHONY LIN 到合歡山賞景追雪，不少人都有像這樣，塞在車陣的經驗 ==民眾== 動彈不得 那個是要上山的 不管是每年的雪季，或是武陵農場的櫻花季，每到特定期限或是連續假期，通往合歡山的台１４甲線都是像這樣，塞得動彈不得，上山下山車流堵成一塊，尤其昆陽到武嶺，翠峰到大禹嶺路段，公路總局打算祭出流量管制，實施點就在中秋連假，清境地區居民贊成，但梨山當地業者認為，對觀光是一大衝擊。 ==當地旅遊業者 林閔政== 如果你管制 一定會影響到 梨山居民通行的權利 那觀光客要去梨山 時間也會拖得更晚 這對推廣觀光 或是當地人回家都不方便 而最頭痛的還有當地民眾，如果管制時段無法上下山，居民要往台中，只能由宜蘭下山，繞過大半北台灣再往中南部，對生計更可能造成影響 ==梨山民眾== (中橫谷關段)一天三班管制 那邊(合歡山)再管制 我們從哪裡去 希望是 我們當地的居民 不要管制啦 那邊如果要管制的話 應該依我們當地現況 現在在農忙 公路總局計劃在中秋連假試辦管制，台14甲線翠峰到大禹嶺路段，上午6點到11點，總量管制800人，只開放入住松雪樓及滑雪山莊的房客，搭乘公共運輸工具的旅客進入，其他汽、機車禁止通行，梨山地區民眾希望配套要完整，總量管制的同時，也要開放梨山居民及住宿客的通行權，把衝擊減到最小。 記者 林健生 台中報導
