China Steel Corporation has won the tender to manufacture large-scale railway equipment for Taiwan High Speed Rail Corporation. This is the first time that a state-run enterprise will manufacture large-scale railway equipment. It also means the NT$1.2 billion procurement opportunity will remain in Taiwan and signals a step forward in the "domestic train, domestically made" policy.

Transportation and Communications Minister Wu Hong-mo and Economic Affairs Minister Shen Jong-chin attended a ceremony on Sept. 5 to witness the signing of a contract for maintenance vehicles between Taiwan High Speed Rail Corporation and China Steel Corporation. The contract calls for China Steel Corporation to manufacture 12 maintenance vehicles within 66 months for THSR Corporation.

It (China Steel Corporation) has an especially large working platform, which can revolve and extend in many directions. This is also safe for those who work above the ground, resulting in greater efficiency.

THSR Corporation says it is conforming to the government's Forward-Looking Infrastructure Development Program and the "localization of the train industry." China Steel Corporation will be responsible for designing, developing and manufacturing the vehicles. The localization percentage will be around 60 percent. The contract is worth NT$ 1.23 billion, and is a good example of the "domestic trains, domestically made" policy. Moreover, the local manufacturing means maintenance can take place quickly and costs will be reduced.

We have matched up two of our excellent domestic companies. Our China Steel Corporation and Taiwan High Speed Rail Corporation will work together to achieve a new milestone for our "domestic trains, domestically made" policy. This is extremely significant.

In the past, THSR Corporation used maintenance vehicles purchased from Japan and Germany. It says contracting a domestic manufacturer to produce these vehicles can not only upgrade the R&D and technical capabilities of the domestic railway industry, but also means the maintenance of these vehicles can take place locally, which will save time and money. It is estimated the company will begin receiving the vehicles in 2021.
