The Ministry of Education has launched an "open university" plan to promote lifelong learning. The plan is aimed at people who already hold a university diploma and who wish to study for a second one. They are required to complete 48 course credits in four years' time. The ministry estimates the plan will take effect in August. It will also allow "course credit accumulation" for bachelor's degree programs at continuing education departments so that students can plan their studies and financial situations. It will also increase the time period from eight years to 10 years.

People can enter and exit open universities at will. The ultimate goal is for Taiwan to become a learned society.

Some private universities say continuing education departments have been adversely affected by the declining birthrate, and the number of students has decreased drastically in recent years. They support the ministry's new plan. However, the extension of the study period to 10 years worries the Association of Private Universities and Colleges of Technology.

It has to be integrated into schools' admissions quota, not add additional slots, or else everyone will end up holding diplomas from public universities and private universities will be unable to recover from the effect of the declining birthrate.

The association approves of the new policy, but hopes the ministry will listen to the opinions of private universities. In response, the ministry said its pilot program focuses on undergraduate studies, and it will first study the results of the pilot program before deciding whether to expand it to master's degree and PhD programs.
