發布時間: 更新時間:
A group of students and their teacher on Jun 2nd set off to climb one of the nation's tallest mountains, despite deteriorating weather and being advised not to do so. The team was soon stranded after heavy rainfall triggered landslides. Thankfully all of them were found and rescued yesterday morning. 15 backpackers from Tamkang University were guided by rescuers. Those students and teacher planned to climb Dabajian Mountain but were stranded only a few hours later. A forest patrol once advised them not to go further due to heavy rain forecast, but the team decided to go on. ==CHEN CHEN-TA Director, Guanwu Station of Shei-pa Nat'l Park Headquarters== Our staff did advise him, but simply that was not yet the time to restrict backpackers; therefore it was not mandatory. We had no way to restrict them from entering the mountain. They assessed that it's OK to continue their journey, so they went in. The park headquarters stated, they only could make restriction when land typhoon warning issued by the authority, therefore they will not impose fine to those backpackers, but they will have to pay for relevant costs. Taichung City is promoting a self-regulation for mountain climbing activities, all rescue-related costs shall be paid by climber's insurance company, for a maximum amount of NT$1 million. ==HSIAO HUAN-CHANG Director, Taichung Fire Bureau== If a person has no insurance for climbing, that person may have to pay for rescue-related costs. But first, it must involve with illegality and some particular mountain areas. It's not all the mountains that we are referring to. Director Hsiao said, dispatching a rescue helicopter costs NT$100,000 to NT$200,000 per hour, plus the cost of ground rescuers. He emphasized that the self-regulation does not aim to restrict people, but rather to decrease costs associate with a rescue mission.
