Chinese hackers make constant attacks on governmental agencies networks in Taiwan, and while the government stressed that the majority of attacks are blocked, experts say effective preemptive measures makes more sense than fire fighting, and should be adopted by both the public and private sector.
The government's recent attempt to promote legislation on national security sparked controversy. However, attacks from Internet hackers are ubiquitous. During the recent United States election, Russian hackers hacked into both the US public and private sector systems, and affected the outcome of the US election. A former US Navy Admiral who has studied hacker attacks for a long time, said that the private sector is still important to the concept of national defense, as the private sector is also attacked. He said that Taiwan's public and private sector, should both undertake security to stop internet infiltration and loss of confidential information.

Our defense industry and the relationship between the public and private sector, the commercial enterprise, the private sector approaches to cyber security, are different in ways which are complementary to the approach that government takes. It is important to be a bridge between both government and private sector for both to be able to work with each other, this challenge is larger than anyone ever imagined.
Recently, because South Korea agreed to the deployment of the United States' missile system, the Lotte company's website was attacked by Chinese hackers. Over the Lunar New Year, there were also hacker attacks on Taiwan securities firms where hackers stole data. Experts suggest that the government and private companies publicise the attacks to an appropriate level, so that other companies can refer to the example and strengthen their own security protection.

Zombie networks will take your whole companies computer system down, so for financial and securities firms this has a huge impact, but if they just quietly steal your clients' information from behind the scenes and everything you do gets stolen and sent out, that has an even greater impact.
China's hackers have long attacked Taiwan governmental agencies' networks. Patrick Walsh suggested that the government can refer to the United States' experience of international hacker attacks to prevent further attacks, especially any that affect election outcomes.
