INDIGENOUS PEOPLE DECLARE TERRITORIAL RIGHTS|不滿政策拖延 都蘭部落自行公告傳統領域

On Feb 28, a local Amis tribe in Dulan, Taitung, chose to unilaterally declare its traditional territory, which stretches three nautical miles into the Pacific Ocean. The government previously pledged to help indeginous tribes across Taiwan establish traditional territories, yet it has repeatedly delayed any action, thus prompting many to take matters into their own hands. A-tolan young indigenous people gathered at A-toalanpi where Amis ancestors landed. The young men made smoke signals and officially declared it as A-tolan's traditional territory. The tribal chief along with seniors dug on their own territory, symbolizing the declared territory is for the benefits of tribal people. However, the Council of Indigenous Peoples announced the regulation governing the spatial planning on traditional territory excludes private land. The A-tolan people said, prior to the inclusion of private lands, consent must first be acquired from the tribe. ==KICIW PANAY Kakita'an, Amis A-tolan== Originally, private land was included, but now is excluded. So they can do whatever they wanted, they can build whatever they want. Then our rights are gone. Last August when President Tsai Ing-wen visited A-tolan, it was thought to be the first traditional territory demonstration tribe, but the people have waited the official decision for long. Therefore A-tolan indigenous people decided to declare their own traditional territory with a three nautical mile sea zone extension.
