Despite continued compliance controversies, Uber is set to launch its food delivery service, UberEATS, in Taiwan today. Legislators have criticized the multi-national herald of sharing economy for providing services illegally and demanded that the Ministry of Transportation and Communications pull Uber from app stores. However, the MOTC Minister Hochen Tan said it would be difficult to do so.
On November 15th, Uber will launch its food delivery service in Taiwan. Legislators criticized Uber for ignoring the regulations as it launches the service before resolving the issues over its illegal passenger transport service. They demanded that the Ministry of Transportation and Communications to withdraw Uber's app from the market.

(Uber is launching its food deliver service tomorrow. Are you aware of this?) Yes, I am, but it is much easier to regulate its food delivery service than its passenger transport service. (So that means Uber is not afraid of the regulations. If it refuses to abide by the laws, why don't you suspend its app service?) This might lead to concerns among other international E-commerce operators over the market in Taiwan.
According to the legislators, during his visit to Taiwan, Uber's global chief advisor stated that Uber will not register as a transportation operator. Facing the legislators' demand, Minister Hochen Tan stated that the Ministry will not "customize" laws to cater to Uber's needs.
==HOCHEN TAN, MOTC Minister==
Even if Uber does not register as a taxi operator, it can still provide taxi services using a match-making platform or through collaborations with taxi operators. I think these are the directions that we would like them to head for.
In addition to issuing fines for Uber's illegal passenger transport service, the Ministry will also fine Uber for illegal food delivery once the service is confirmed. Meanwhile, an amendment to the Highway Act has been submitted to the Legislative Yuan, which will increase the maximum fine for automobile transportation operators to NT$25 million and suspend violators from operation once it is passed.
