Back in the Philippines, Duterte is now declaring war on a new target. An executive order to be signed by Duterte this month will effectively put a ban on smoking in all public spaces. Violators will be fined and punished heavily.
In the streets of Manila, business is good for tobacco vendors and people can be seen puffing on cigarettes streetside. However, things are about to change. According to Philippines Secretary of Health, by November 4th the earliest, an executive order put forward by the country's President Rodrigo Duterte will effectively ban smoking, electronic cigarettes included, in all of the country's outdoor and indoor public spaces. By then, smoking will only be allowed outdoor at designated spots far away from the crowds.

For me, it's very difficult because you need a lot of discipline. I can't stop it especially because I do it if I want to pass time or when I'm waiting for someone. I need to smoke. The temptation is there especially if you have a pack of cigarettes and lighter with you.

Earlier in Duterte's political career as the mayor of Davao, a city in southern Philippines, he put a similar city-wide ban on public smoking and established a special anti-tobacco task-force for effective law enforcement. After he brings the proscription to a national level, local governments will be required to enact corresponding laws and penalties, at which point, people will likely look to Davao for reference. Since Duterte took office in June, his controversial and often extrajudicial measures in combatting drugs have led to the death of more than 3,000 drug dealers, incurring international condemnation. Now that the reach of his iron fist is to include tobacco, vendors and smokers alike are feeling the heat, while some are equally happy.

Hey, someone tells you to stop and you're being discouraged to stop, it won't be as effective as the government itself intervening and telling you to stop smoking which could come with a penalty and sanctions.
Smoking is currently banned in all indoor public spaces in the Philippines, and other measures such as high duties, age limit and packaging warning labels have been introduced to discourage tobacco consumption. The new executive order is expected to further eliminate loopholes under current regulations and will affect more than 20% of the country's population of 100 million people.

杜特蒂過去擔任菲國南部納卯市市長時,就已經推行公共場所禁菸令,還成立專屬特別打擊小組執法,成效良好。這次推行到全國,各級地方政府需制定禁菸相關法令與罰則,也可以循納卯模式執法。
杜特蒂今年六月上任以來,鐵腕掃毒雷厲風行,已經擊斃三千多名毒梟,爭議手法引發國際批評,也充分展現強人意志,接下來推動禁菸,恐怕也不會是說說而已,癮君子跟攤販已經感受到強大的壓力,反菸的民眾則是拍手叫好。

菲律賓過去已經立法禁止室內公共場所吸菸,包含公家機關、醫院、學校與大眾運輸工具等,也調高菸類的關稅,限制購買門檻,並在外包裝加註警語。這次禁菸立法希望進一步消除過去的灰色地帶,打造百分之百公共場合無菸害的國度。根據世界衛生組織2013年的報告,菲律賓一億人口中,約有21%的吸菸族。
