The deputy head of the Turkish Trade Office in Taipei, Halil Ibrahim Dokuyucu, was sent to the Taipei District Prosecutors Office due to a drunken brawl at a bar and an ensuing scuffle with the police. He now claims to have diplomatic immunity in Taiwan. The prosecutors will confirm his claim with the Ministry of Foreign Affairs. Late at night at a bar in Taipei, a group of people were seen tussling with each other. Soon after, a man was forced to leave the bar. He looked angry as he put on his shoes in the street. He even got into an argument with the police. The man was Halil Ibrahim Dokuyucu, the deputy head of the Turkish Trade Office in Taipei. ==HALIL DOKUYUCU, deputy head of the Turkish Trade Office in Taipei== My name is Halil Ibrahim Dokuyucu. I am a Turkish diplomat. I work in the Turkish Trade Office in Taipei. Contrary to his positive public image, the Turkish official acted differently as he misbehaved. He not only kicked a car parked on the roadside, but also argued with the police. He was later referred to the Taipei District Prosecutors Office, although he claimed to enjoy diplomatic immunity. ==HUANG KUO-SHIH, Squadron Chief of Daan Precinct == We dealt with the case according to the usual procedures. As to whether the party enjoys diplomatic immunity, we will ask prosecutors to confirm with the Ministry of Foreign Affairs. The police said they followed standard procedures when dealing with the case. The prosecutors have asked MOFA if the Turkish official enjoys diplomatic immunity, but have not received a reply. Lawyers pointed out that diplomatic immunity does exist. However, in Taiwan, countries without diplomatic relations, may have reached a decision after negotiation. Usually, the principal of reciprocity is employed.
