An estimated 550,000 households could benefit from a NT$16.5 billion budget providing one-time NT$30,000 subsidies to qualifying mid-to-low income households.
NT$16.5 billion of the economic achievement special budget was set aside for NT$30,000 subsidies to mid and low income mortgage holders, but many feel the announcement will mislead people into thinking they can afford to purchase a home. Interior Minister Lin Yu-chang says this is a one-time subsidy so there won't be a problem.
Kuo Kuo-wen, Legislator (DPP): “What we're concerned about is that homeowners will get more interest subsidies in the future.”
Lin Yu-chang, Interior Minister: “I don't think this will happen. First of all, our eligibility requirements are very clear. Only mid-to-low income mortgage holders are eligible for a one-time subsidy during the three epidemic years.”
There are five eligibility requirements for the subsidy program. Applicants can only own one property, which must be their primary residence, and the mortgage contract must have been signed before Feb. 28, 2023. In addition, applicants cannot have earned more than NT$1.2 million in total household income in 2021. The subsidy is a one-time NT$30,000 payment. The maximum mortgage amount is NT$8.5 million in Taipei and NT$7 million in other cities and counties. An estimated 550,000 mid-to-low income mortgage holders are eligible. The Directorate-General of Budget, Accounting and Statistics recently cut its GDP growth rate forecast to 2.12 percent, down 0.63 percentage points from its 2.75 percent forecast last November. Minister Chu Tzer-ming says if the NT$6,000 distribution is included, this year's GDP growth rate won't be worse than last year's.
Lin Te-fu, Legislator (KMT): “This special budget for the NT$6,000 distribution -- will the (GDP forecast) go up?”
Chu Tzer-ming, DGBAS Minister: “Our conservative estimate is it will (go up) by around 0.3 percent.”
Taipower's price committee will meet at the end of the month. As the company reported losses of NT$546 billion in the last two years, many expect prices and the consumer price index to go up. Chu admits this is a possibility.
為了減輕民眾負擔,內政部在全民共享經濟成果特別預算案中,規劃推動「中產以下自用住宅貸款戶支持方案」共編列165億元,每戶發放3萬元,但此舉也讓外界擔憂,是否會讓民眾有某種期待,將來政府還會有補貼而進入買屋市場,上午內政部長林右昌在立院表示,此補貼為一次性,並不會有這樣的問題。
民進黨立委郭國文質詢時表示:「我們就擔心你這補貼房貸,某個程度現在擁有房子的人,將來會不會導致於說,將來還會再補貼這個利息的部份。」
內政部長林右昌指出:「我想不會有這個問題,第一個我們政策的一個目標非常清楚,是為了3年疫情,我們的中低薪的房貸戶,是一次性的。」
這回的房貸補貼主要有5大門檻,包括中產以下自用住宅貸款僅持有1戶,支持對象僅限基準日2023年2月28日以前的既有貸款戶,2021年家戶所得合計120萬元以內。原始核貸金額台北市850萬元以下,其他縣市700萬元,每戶一次性發放3萬元預估約有55萬戶中低薪房貸族可受惠。
而主計總處日前公布最新經濟預測,將今年經濟成長率下修至2.12%,比去年11月預測的2.75%下修0.63個百分點,對此主計長朱澤民表示,若包含普發6000元,今年經濟成長率不會比去年差。
國民黨立委林德福問:「這次特別預算通過發放6千塊,(GDP)可以上調多少?」
主計長朱澤民回應:「6000塊的話我們保守估計,我們大概會有0.3%。」
而台電過去2年虧損5460億,3月底將召開電價審議委員會,各界也關注產業、民生電價可能都會調漲,是否會帶動國內CPI上修,朱澤民坦言,有可能,但會上調多少,還要看整個調整幅度跟結構。
