Legislators such as Chang Liao Wan-chien held a press conference to urge the Sports Administration to propose a plan for the regular issuance of sports stimulus vouchers.
With its aim to motivate people to workout and watch sports games during the pandemic, the Sports Administration released an additional sports voucher 2.0 in 2021 and raised its quotas in 2022. The total credit amounted to NT$649.71 million. Several legislators in the Education and Cultural Committee believe that these sports vouchers have effectively created industry-added value and urge that they should be issued regularly the same as art fun vouchers.
Huang Kuo-shu, Legislator (Ind.): “We should continually encourage people to actually go into stadiums to watch sports games before we can revive other related industries.”
Where will the budget come from for the regular issuance of sports vouchers? Legislator Chang Liao Wan-chien pointed out that Sports Development Fund can help because, except for the COVID-19 impact in 2020, its annual surplus revenue has exceeded NT$800 million to NT$2 billion in the past five years.
Chang Liao Wan-chien, Legislator (DPP): “For the past five years, the annual revenue of the Sports Development Fund has increased by NT$5 billion. Thus the Sports Administration must utilize this excess revenue to promote the issuance of sports vouchers.”
Legislators said that they asked the Sports Administration to plan for it as soon as practicable in 2022. However, they have not heard any follow-up although it is now March. In response, the Sports Administration noted that the plan is in the process of final confirmation. After discussion with relevant industries and scholars, the final confirmation will be announced at the end of March.
Lin Zhe-hong, Deputy Director, the Sports Administration: “We took a look at the age group of the audience for arts and culture stimulus vouchers ranging around 18-20 years old and will likely use that as a reference. But it is one of the contingent plans not final yet.”
As details remain to be confirmed, the Sports Administration said it is not at liberty to reveal too much but it has referenced the Ministry of Culture's cultural cash gift plan. At this time, it can only disclose that sporting event vouchers for students are in the right direction, and the value will fall between NT$1,000 to NT$1,500.

立委黃國書指出:「我們應該要持續性的鼓勵,我們這些運動的觀賞人口,他們進到運動的球賽的賽場上,接下來才有辦法,去振興其他相關的產業。」
動滋券常態化,經費從哪來?立委張廖萬堅指出,可透過運發基金支持,因為運發基金近5年,除了2020受疫情影響,每年皆超收8至20億。
民進黨立委張廖萬堅表示:「這5年大概運發基金跟它的預估的歲入,就是增加了50億左右,體育署透過這個運發基金的,增加的財源來推動是有必要的。」
立委們認為,去年底已要求體育署儘速規畫,但3月了還沒有下文。對此,體育署表示,已朝常態化規畫,和相關業者與學者最後確認後,預計3月底對外公布。
體育署副署長林哲宏說道:「因為我們看一下文化券的對象是從18到20歲,我們大概也會做參考,但是是腹案之中,還沒有定案。」
由於細節有待確認,體育署表示,不方便說太多,但有參考文化部文化禮金方案,目前只能透露,動滋券常態化,學生觀賽是個方向,金額落在1000元到1500元之間。
